The role:
We are seeking a Spatial Planning Policy Manager to lead, plan and manage the Spatial Planning team, which deals with the preparation of development plans, supporting evidence base documents, and associated planning policy documents for the Local Plan to ensure that it delivers a first-class service and fully contributes to delivering sustainable development and growth in the area.
You must have a degree in Town and Country planning and be a chartered member of the Royal Town Planning Institute or have the ability to gain membership. You will have extensive experience in town and country planning, stakeholder engagement, Geographical Information Systems, and development plan examinations and possess strong legislative knowledge, leadership skills, and a proven ability to negotiate with developers to secure investment and meet community development needs.
Key responsibilities:
Lead, direct and manage the team and progress work on the formulation of planning policies and their justification through robust evidence
Prepare for and undertake consultation and engagement activities, including attendance at public meetings
Liaise with senior council officers and members regarding delivering the council’s new Local Plan and lead in the coordination, development, and maintenance of the local plan which sets the planning policies against which planning decisions are made
Prepare evidence for, and attendance at, public examinations, inquiries and appeals as required
Negotiate with private sector developers regarding development and investment opportunities to secure major investment in the local area
As part of the planning service senior management team, work closely with other teams across the service in providing leadership, professional development and expertise to support regeneration and economic growth projects
Lead in the preparation of responses to public consultations including those issued by Government and local authorities
Collect, analyse and interpret evidence including statistical data to meet statutory requirement for local planning
Lead in the preparation of statutory and non-statutory planning policy documents
What the client is looking for:
Chartered member of the Royal Town Planning Institute (RTPI) or the ability to gain chartered membership
Degree or equivalent in town and country planning
Experience of providing professional expertise on town planning
Experience in stakeholder relationship management and able to demonstrate an understanding of organisational needs
Experience in using Geographical Information Systems (GIS) and database creation and maintenance
Experience of the preparation of evidence for and appearing as a witness at development plan examinations
Extensive knowledge of town and country planning legislation, the development process, and statistical methodology
Have the ability to be able to negotiate with private sector developers and secure investment opportunities
Experience of leading, motivating and developing others
Practical understanding of the complex requirements of development programmes and the prioritisation of needs, in order to develop the local area and meet community need
