Summary

7-Day Service Delivery: In conjunction with the Medical Director, be responsible for the direct delivery of the Services. Provide strategic oversight of service operations to ensure delivery of patient-centred care that meets KPIs for quality, safety, and access. Drive continuous improvement through proactive performance management and leadership. Contingency planning for pandemic measures and unforeseen events. Lead the development of secure, efficient processes and policies that support the full patient journey, from referral to discharge. Communicate effectively and sensitively with patients, carers and service users, colleagues and staff, respecting confidentiality and dignity of every person. Develop and implement a robust audit framework to ensure service standards are met and to evidence safety, effectiveness, and responsiveness. Ensure all activities comply with organisational and statutory requirements, including health and safety, infection control, quality management, data protection, safeguarding, duty of candour, and general duty of care. Membership of the Governance Committee, which monitors compliance with CQC regulatory standards, and provide detailed reports as required for each meeting. Identify and assess service risks, implementing effective mitigation strategies. Maintain and regularly update the organisational risk register, escalating significant concerns to the Governance Committee as appropriate. Oversee patient enquiries and lead Learning Event and complaint investigations in collaboration with the Medical Director and service teams, ensuring resolution, patient reassurance, and identification of learning to drive service improvement. Work collaboratively with GP practices to improve GP resilience and enhance access and sustainability. To be responsible for the line management of the 7-Day GP Service Team Leader and Senior Administration staff, including recruitment selection and retention, deployment, training, and disciplinary matters, with support from the HR Representative. To ensure workforce planning is completed and a system in place to ensure services operate to staff capacity safely, in collaboration with the 7-Day GP Team Leader. Be accountable for expenditure relating to the Services and understand the impact of planned service change on the income and expenditure of the Services, maintaining effectiveness and service quality. Seek feedback from patients and service users about their experience of the Services and be responsive, working with staff to provide continuous improvement and excellence. Participate in contract meetings with the commissioners to review the service and provide plans for development and improvement. Monitor service performance against contractual Key Performance Indicators (KPIs) and have oversight on reporting for both the Board and the PCN. Use results to improve operational performance. Project Development: Work with Commissioners to define new additions to the 7-Day GP Service. Implement new Service specifications in conjunction with commissioners and the Medical Director, co-ordinate and oversee project governance, ensuring compliance with policies, procedures and regulatory requirements. Negotiate third party contracts for equipment and services with sub-contractors and monitor quality and ongoing use. Attend meetings with the Medical Director on a regular basis to review the progress of any agreed projects and discuss future areas of development. Develop and maintain project plans and report documentation, ensuring clear milestones, deliverables and risk management strategies are in place. Engage with key stakeholders including GP Practices, the PCN, the ICB and other external partners to ensure collaborative project delivery. With assistance from the communications lead, publicise the project work through the relevant avenues in order to promote the project and the work of the GP Federation.
