GPA’s Capital Projects team delivers major construction and change projects on behalf of the Agency under 2 main programmes, the Government Hubs Programme and the Whitehall Campus Programme.

This role is integral to supporting part of the Government’s agenda to level up the regions by moving 22,000 Civil Servant roles out of London under the Places for Growth agenda. The Reporting and Performance Lead will play a key role in ensuring all those involved in delivery of Capital Projects follow the correct reporting processes to support our projects from design to operation.

Reporting and Performance Lead manages and controls reporting activities to support effective project management and decision-making, enabling the Capital Projects directorate in tracking and delivery of the GPA Business Plan objectives. They ensure timely, consistent, and accurate data collection, analysis, and reporting on project progress and delivery confidence within the GPA Capital Projects PMO, advising on progress and risks to the delivery of Business objectives. The lead drives activities to improve project performance by making recommendations to the Directorate based on reporting data and implementation of the best practice process that will lead to develop.

Key Responsibilities

Stakeholder management

Collaborates with stakeholders to establish a reporting structure and processes. Lead on establishment of a strong reporting and performance improvement culture.

Establish reporting landscape

Analyses and challenges data in reports to ensure accuracy and honesty. Ensure reporting requirements for schedule, risk, cost, change, earned value, and benefits are defined and designed to effectively present information and insights. Presents reports at relevant boards.

Risk and issue management

Ensures risks and issues to the GPA Business Plan are integral to the reporting cycle and that boards dedicate enough time to consider key risks and issues. Identify areas for improvement and lead on these to improve performance against business plan.

Change control

Implements the change control process and oversees compliance with the change request process and escalates cases of non-compliance. Supports analysis of impact of changes on Capital Projects Directorate objectives of the GPA Business Plan.

Digital and data

Responsible for data stewardship and data quality. Uses digital tools to analyse and validate data to report on project progress and delivery confidence. Uses data insights to inform governance decisions and data visualisation tools to present insights at governance boards.

Delivery and leadership

Provides visible and effective leadership in business change management and leads on reporting and performance analysis to enable effective management of the benefits and outcomes outlined in the project/ programme business cases. Develops a clear vision and standards, and champions best practice, tools, and processes. Builds strong stakeholder networks both internally and externally.

Requirements management

Leads the process of capturing stakeholder needs, assessing, defining, and justifying them to develop an agreed schedule of reporting and performance requirements against the GPA Business Plan. Collaborates with senior stakeholders and sponsors to ensure their expectations are met.
