The role:
We are seeking a Housing Capital Investment Service Manager to support the strategic and operational management of the Social Housing & Community Safety directorate by overseeing capital and development projects, ensuring high service standards, maintaining housing stock, and promoting effective communication and continuous improvement.
Key responsibilities:
Act as a key representative for the Assistant Director of Social Housing & Community Safety, liaising with external bodies, Elected Members, and internal committees to promote a positive image and ensure effective service delivery
Lead service performance and compliance, managing complaints, customer feedback, and statutory obligations across health and safety, equalities, and housing conditions — including gas safety, Legionella, and access standards
Oversee people, budgets and procurement, recruiting and developing staff, managing capital budgets, and ensuring value for money in the commissioning, monitoring, and delivery of contracts related to repairs, maintenance, and improvements
Drive strategic development and regeneration, identifying opportunities, securing partnerships and funding, and leading projects from viability to completion, including tenure mix assessments, risk mitigation, and planning constraints
Monitor, evaluate and report performance, using data and reviews to shape long-term plans, respond to escalated complaints, and ensure continual service improvement across housing and community safety
What the client is looking for:
Hold a degree in Construction Management or related profession
Experience of managing various types of building projects, including refurbishment, improvement and extension projects
Experience of managing other traditional construction contracts
Experience of managing financial progression and reconciliation of various programmes of work and the individual projects within these
Experience of drawing up in conjunction with consultants, legal support and contractors, various forms of building contracts including, PPC 2000, TPC 2005 and JCT
Experience of administering all aspects of PPC 200, TPC 2005 and JCT contracts including financial aspects.
Significant experience of developing and managing target contracts
Successful track record of leading a team to achieve set goals and targets
Wide-ranging technical knowledge of building and construction, including a reasonable understanding of services (M&E) installations
Good knowledge of construction related regulatory and legal requirements: Construction (Design and Management) Regulations 2007, Control of Asbestos at Work Regulations (CAWR) 2012, Building related aspects of the Regulatory Reform (Fire Safety) Order 2005, Issues relating to the management of Legionella (in particular the various requirements of Regulation L8 of the Approved Code of Practice of Control of Legionella in Water Systems)
