Summary
As the Senior Operational Modeller, you will lead the development and delivery of medium- to long-term capacity modelling within the Performance Management function, supporting a major client contract.
This senior role is central to shaping operational strategy through robust modelling, scenario analysis, and workforce forecasting.
Working closely with Business Modelling, MI, and Operational teams, you will provide insight to drive recruitment requirements, evaluate operational scenarios to inform strategic decision-making, and support Impact Assessments. The role requires strong stakeholder engagement, including direct interaction with client teams, to ensure modelling outputs are aligned with evolving business needs.
What you'll be doing:
• Lead the development and maintenance of medium- to long-term capacity models to support operational delivery and strategic planning.
• Design and deliver scenario modelling to assess the impact of business changes, policy shifts, or demand fluctuations.
• Support the production of Impact Assessments by providing robust modelling and evidence-based insight.
• Translate complex modelling outputs into clear, actionable recommendations for senior stakeholders.
• Collaborate with MI, Business Modelling, and Operational teams to ensure alignment of modelling assumptions and data sources.
• Drive recruitment requirement forecasts through accurate workforce and demand modelling.
• Identify opportunities to improve modelling efficiency, automation, and scalability.
• Engage with internal and client stakeholders to understand business needs and ensure modelling outputs are fit for purpose.
• Document modelling assumptions, methodologies, and outputs using appropriate tools and techniques.
• Maintain up-to-date knowledge of modelling techniques, tools, and best practices relevant to capacity and operational forecasting.
• Contribute to the development of modelling standards, templates, and governance within the Performance Management function.
What we're looking for:
• Demonstrated experience working in a fast-paced, client-focused environment within a Business Process Outsourcing (BPO) setting, with a strong understanding of service delivery dynamics and performance expectations.
• Experience working in or with government services or public sector organisations, with an understanding of their operational frameworks, stakeholder environments, and service delivery expectations.
• A strong leader and collaborative team player with a proven ability to build trusted relationships across all levels of the organisation, including senior stakeholders and client-facing teams.
• Excellent communication and interpersonal skills, with the ability to convey complex modelling concepts and data insights clearly to both technical and non-technical audiences.
• Demonstrated strength in analytical thinking and structured problem-solving, with a focus on applying data-driven approaches to operational and strategic challenges.
• Significant experience in data management, capacity modelling, and forecasting, particularly in medium- to long-term workforce and operational contexts.
• Deep expertise in data visualisation, statistical analysis, and modelling techniques, with hands-on experience using Microsoft Excel other analytical or modelling tools to support business decision-making.
• Strong IT and mathematical skills, including the ability to work with large datasets, build scalable models, and apply quantitative methods to real-world scenarios.
• Excellent quality assurance, validation, and data linkage capabilities, ensuring the integrity, accuracy, and reliability of modelling outputs used to inform business-critical decisions.

The Health Assessment Advisory Service (HAAS) arranges and carries out assessments for the Department for Work and Pensions (DWP) and the Department for Communities (DfC).
The purpose of the assessment is to understand how an illness or disability affects a person's daily life. After the assessment, the DWP/DfC makes the decision as to whether the individual will receive any benefits. The Health Assessment Advisory Service is delivered on behalf of the DWP & DfC by Capita.
