About the Role:

We're looking for a Planning & Development Delivery Manager to lead the operational and financial backbone of our Planning and Building Control services. You'll need to keep things moving, make smart decisions, and bring a sharp eye for detail. You’ll need experience and knowledge of built environment disciplines – whether that’s knowledge gained from a renovation project for yourself or directly working in the industry.
Whether you've run a business, managed a club, or juggled multiple complex projects, if you can balance budgets, juggle priorities, drive improvements, we want to hear from you.
In this high-impact role, you'll be the driving force behind financial forecasting, systems optimisation, performance reporting and service innovation - ensuring our Planning and Building Control services are future-ready and financially sound. You’ll also use your knowledge to respond to simple enquiries relating to the Planning and Building Control functions. From spearheading our Alpha Building Control digital transformation to leading multidisciplinary teams, you'll sit at the heart of change and delivery. It’s a fast-paced, high-trust role at the heart of one of the council’s most important directorates.
What you'll do:
- Lead activity analysis, financial and performance monitoring across key built environment income-generating services
- Keeping multiple workstreams moving: from systems development to customer experience
- Optimise systems and processes for real-time insight and strategic decision-making
- Supporting systems and digital transformation and service innovation
- Shape the future of our Planning and Building Control activities with smart data, sharp forecasts, and strong governance
- Working with a wide range of stakeholders across planning, regeneration, and customer service
- Picking up new tasks quickly and keeping multiple plates spinning
- Making logical, confident decisions based on experience and data
Experience you'll bring:
- An understanding of bookkeeping, whether that be from running a business, charity, or club, and having kept things on track behind the scenes
- Management of budgets or services in a public or private sector setting
- Strong Excel skills and a practical, problem-solving mindset
- A knack for learning on the go, picking up new systems quickly and leading others with clarity and calm
- A sharp eye for process improvements and a hands-on approach to delivery
- Strong organisational and problem-solving skills, with the resilience to match
- Knowledge and understanding of the built environment sector
- Experience in relevant systems development within the built environment sector, performance management, and stakeholder engagement
