Summary
The post holder will:
Represent the Constabulary in a professional manner when dealing with outside agencies.
Ensure that the police response to major events is planned thoroughly, in detail and with accuracy.
Able to work with high degree of accuracy to deadlines.
Provide an effective police response to major events that complement the requirements of outside organisations and agencies.
Display flexible and adaptable attitude to demands of the role and the department which may occasionally require work to be undertaken outside of normal office hours.
The postholder's duties will reflect the flexible nature of the Operations department which is expected to provide support to planned and spontaneous events within the Constabulary area of responsibility.
Core responsibilities will include:
Researching, co-ordinating, preparing, distributing, exercising, reviewing, and updating all key operational, business continuity and emergency planning requirements on behalf of Gloucestershire Constabulary.
· Work in Safety Advisory Groups with key partners and stakeholders to provide appropriate advice to organisers and landowners, and ensure the efficient and effective use of police resources within core responsibilities.
· Identify and manage operational threats and risks, ensuring the appointment of appropriate command structures. Maintain a calendar of force-wide events and operations to facilitate resource demand planning.
· Developing, preparing and reviewing multi-agency contingency plans as required under the Civil Contingencies Act 2004 to implement policy and operational response instructions.
· Representing the Police with external private industry and working as part of a larger multi agency planning group to develop a tactical, strategic and Operational plans.
· Developing, preparing and reviewing Force Major Incident plans prioritised at a national security level. Including Counter Terrorism /CBRN / Hi-jack response plans.
· Developing, preparing and reviewing Force Major Incident plans as prioritised by the (LRF) local risk register. Raise awareness of these risks, potential impacts and arrangements in place for such emergencies to local officers and across the Alliance.
· Respond to emergencies at the appropriate strategic (Gold), tactical (Silver) or operational (bronze) level and/or act as a tactical advisor in the event of a major incident. When required (on a best endeavours basis) starting up a Tactical (Silver) suite, a Strategic (Gold) suite. Provide awareness and familiarisation to Gold / Silver room staff and Silver room managers. Taking responsibility for being the ‘guardian’ of these command rooms and all the equipment within them, ensuing they are fit for purpose at all times.
· Developing, preparing and reviewing Operational Orders for pre-planned events (i.e.: party conferences, VIP, spontaneous events (i.e.: demonstrations), and Public Military Events (PMEs) as required by the Force.
· Provide logistical support to operational commanders and staff as required e.g. Mutual Aid or other policing operation.
· Create, direct and facilitate where appropriate exercises on behalf of the Force to validate emergency or business continuity arrangements.
· Create, deliver and Co-ordinate training, briefing and familiarisation ensuring officers and partners deployed to a major incident or operation are familiar with their appointed role and the location if site-specific. This includes callout exercises, awareness sessions, able-top exercises and Command posts.
Work in co-operation with other agencies, sharing information with them in line with Alliance protocols and represent the Alliance at visits and meetings in support of planning issues. (i.e.: Safety Advisory Groups, LRF Groups and with event organisers).
· Maintaining appropriate security levels of all information and documents involved in the planning process in line with force and Government Security Classification Policy.
· Providing a comprehensive planning resource to Gloucestershire Constabulary
· Provide specialist advice and support to business areas in relation to all aspects of emergency planning, Business Continuity, operational Planning and major incident response.
· Arrange, conduct and facilitate debriefs for the Force and/or LRF including the production of Debrief reports.
· Draft and review Force policies, working practices and risk assessments in relation to emergency and operational planning
Provide resilience to support with planning the policing response to major events such as the Royal International Air Tattoo at RAF Fairford, and the meetings of the National Hunt Festival at Cheltenham Racecourse where appropriate.
