The Royal Borough of Kingston is seeking an experienced and strategic Interim Head of Development Management to lead its planning service during a period of transition. This is a high-impact leadership role, responsible for shaping the borough’s development strategy and ensuring the delivery of high-quality planning outcomes.
️ Role Overview
Reporting to senior leadership, you’ll oversee the Development Management team, drive service improvement, and ensure robust decision-making across planning applications, enforcement, and appeals. You’ll play a key role in supporting Kingston’s growth ambitions while balancing community needs and environmental priorities.
Key responsibilities include:
Leading the Development Management function and managing senior planning staff
Overseeing complex planning applications, appeals, and enforcement cases
Driving performance against service KPIs and contributing to strategic planning goals
Representing the council at planning committees and public forums
Collaborating with internal and external stakeholders to deliver sustainable development
Working Arrangements
Minimum 2 days per week on site at Guildhall 2
Additional in-person attendance required for planning committees and service needs
✅ Candidate Requirements
Proven leadership experience in a senior planning or development management role
Strong understanding of UK planning legislation and local government operations
Excellent stakeholder engagement and decision-making skills
Ability to lead change and drive service improvement
