Summary


As a Perinatal Senior Quality Improvement Project Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the Midlands Perinatal Team to support integrated care systems with the delivery of improvement in health outcomes for pregnant service users and their families.


The post holderis responsibleforthe delivery of programmeof quality improvement projectssupporting the drive of continuous improvements in perinatal care and experiences. In addition, the postholderis responsible fora delivery of specified improvement activities and improvement projects, including creating a culture in which all staff view quality improvement as a core part of their role.





The role will ensureappropriate oversightof key deliverables from national and local policy and strategy including the 10 Year Health Plan for England,Three yeardelivery plan for maternity and neonatal services, formal service reviews such as Ockenden / East Kentand other maternity reviews, and the NHS Operational Planning Guidance.  


Together with other members of the wider team, ensure activities support integrated care boards (ICBs) with their core purpose of quality improvement andultimately benefitpatient and population health outcomes.


Theroleisdesignedtobuilda combinationofextensive perinatalsubjectmatterexpertiseandtechnicalskillstodevelopstrong delivery of quality improvement projects.


The post holder willbe responsible for:

• Supporting the Perinatal Senior Quality Improvement Programme Manager and Head of QI - with team leadership and management.

• Supporting the team’s business support function, including developing and managing the team’s annual business plan, progress and dashboard reporting and risk and issue management.

• Ensuring work programme activities support health and social care systems with their core purpose of quality improvement andultimately benefitpatient and population health outcomes.

• Overseeing the delivery of work in line with the work portfolio e.g. preterm births,perinatalpelvic health services, alongside bespoke quality improvement projects directly with trusts within the Midlands

• Delivering work related to the maternity safety and quality agenda across the region

• Working alongside colleagues in the professional and strategic arms of the perinatal team to provide quality improvement and project managementexpertisee.g. perinatal quality surveillance and regional learning across the region

• Supporting the sharing of best practice with system stakeholders (e.g. LMNSs, community of practice groups), the team and wider NHS organisations

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Essential parts of the role are a passionand demonstrable experience ofcontinuousquality improvement, delivery of QI training to MDT teams within trusts and with other stakeholders, and the hands-on delivery of QI projects.





Operational responsibilities include:

• To oversee teammembers to deliver requirements listed aboveand engage and liaise with key stakeholders, inparticular;

• Tosupportthedeliveryofdaytodayactivities,projectsandprogrammes

• Tomanageteamanddrivedeliveryofarangeofbusinessinitiatives andprojects

• Supportthe portfolio ofinitiativesindemonstratingvalue for money for the current spend

• Tomonitor, interpret and quality assure progress against deliverables to NHS England that often requireadjustments specificallyin relation to the complexcorporate business agenda, strategicobjectivesand the business planningprocess





Project Management responsibilities include:

• Lead the teamin the delivery of projectplans,allocatingtasks asappropriate,identifyingrisks, issues and dependencies, considering best practice and currentoptionsandultimately makingdecisionsin the best interest of the project.

• Pro-activelymanage stakeholders, respondtoand resolve conflict when thisarisesthroughfacilitationor otherappropriatemechanisms.

• Be responsible fora high standardof worksupporting the deliveryof projectson time, to qualitystandardsand in a cost-effective manner.

• Maintain the project initiation documentandassociatedplanswith regular team meetings tomonitorprogress and resources.

• Demonstrateeffectivestakeholdermanagement.

• Support otherprojectmanagersasandwhenrequired.

• Take into accountthe impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business

• Advocatethe projectsat senior and executive levels and ensure active engagement and sponsorship withinNHSas a whole.

• Ensure that the projectsmaintainbusiness focus, haveclear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS.
