Summary

Please note that it is anticipated that these roles will predominantly focus on supporting the Community Accommodation Service (CAS) and the National Security Directorate (NSD). Whilst examples given in the Job Role document relate to our existing work with Prisons and Probation, similar work will be required to support CAS and NSD.

The London Change Delivery Team currently support Prisons and Probation. We will provide strategic and operational support to both the Community Accommodation Services (CAS) and the National Security Directorate (NSD), enabling effective transformation and delivery across two of HMPPS’s most critical public protection functions.

CAS comprises a three-tiered temporary accommodation model designed to support individuals transitioning from custody to the community. CAS1, known as Approved Premises (AP), accommodates higher-risk offenders and operates with a strong public protection focus. These 104 APs across England and Wales are gender-specific, staffed 24/7, and maintain active links with MAPPA. CAS2, delivered nationally by Nacro, supports low to medium-risk individuals on bail or Home Detention Curfew, with capacity expanding to 1,350 places. CAS3 offers up to 12 weeks of basic accommodation for prison leavers at risk of homelessness and is locally delivered with central oversight from the Rehabilitation & Change Directorate.

NSD is a specialist probation division managing the most high-risk, complex, and high-profile offenders in the community. Operating across five geographical units and one national operational unit, NSD oversees National Security Units (NSUs) responsible for cases outside regional probation structures. Led by Heads of National Security Units (HoNSUs), NSD delivers enhanced national standards for managing terrorist offenders, serious organised crime nominals, and other critical public protection cases.

The Change Delivery Team will ensure alignment of strategic priorities, support implementation of national change directives, enhance delivery of local/directorate based changes and facilitate collaboration across all geographical probation directorates and Prison Groups. By embedding robust change management practices, the team will enhance service delivery, improve outcomes for individuals under supervision, staff.

Job Summary: Change Officer at HMPPS (HM Prison & Probation Service)

The Change Officer role is an integral role within both Area and National Change Delivery teams which work across Prison and Probation. Change Officers are expected to work directly to either Area Change Managers, or in the case of the National Directorates, to the National Head of Change delivery. This role is pivotal in overseeing, and in the delivery of, both local and nationally identified change initiatives. Change Officers will work across a number of prisons or probation establishments and may be identified as the lead (main point of contact) for a specific prison establishment or geographical area. Change Officers will be expected to use digital systems and tools (such as Gateway Management System, GMS, and Project for the Web, PftW) to appropriately tier, record and track change management activity and identify progress against articulated success metrics.
