The role:
We are seeking a Building Control Surveyor to contribute effectively to the provision of Building Control Services, working to ensure continuous improvement of all services, in line with the aims of the Council’s Corporate Plan and ensuring the Council's obligations as a Building Control Authority under the Building Act 1984 and allied legislation are achieved.
You will provide expertise to the Professional and Technical staff as a Building Control specialist and provide recommendations and guidance to the Service Manager and Principal Surveyors.
Key responsibilities:
To inspect building regulation work as determined by the Senior Building Control Surveyor
To exercise professional judgement, making decisions on building regulation applications, building works on site, the necessary enforcement of statutory requirements and matters associated with the provision of a safe environment
To make site visits in accordance with the Building Regulation Level of Service Policy
To assist with the examination of deposited plans in conjunction with the Senior Building Control Surveyor
To keep and maintain records of visits, consultations and inspections
To prepare and submit reports of irregularities or contraventions of regulations found on site inspections and attend Court as a witness when required
To investigate and report on complaints from the general public
To assist with investigations on matters which might be a threat to public safety
To assess whether building plans and site work comply with Building Regulations and other relevant legislation in conjunction with the Senior Building Control Surveyor
To give advice to agents, architects, developers and the general public on building control matters
To decide on the acceptability or otherwise of site conditions appertaining to building regulation applications
To act on departures from the approved plan and contraventions of the Building Regulations or allied legislation as required
To inspect, report and act as required on dangerous buildings and demolitions sites and in the event of legal action, prepare statements and be prepared to attend court as a witness
What the client is looking for:
Hold a minimum Class 2A registration as a Registered Building Inspector (RBI) with the Building Safety Regulator
Apply sound knowledge of Building Control practices, procedures, health & safety, and operations — including Building Regulations compliance, ground conditions, dangerous structures, sports ground safety, and temporary event structures.
Analyse, interpret, and clearly present complex information from multiple sources, such as deposited plans, calculations, and technical reports
Ability to inspect buildings to assess fire safety and means of escape; identify and act on any deviations from approved plans or breaches of Building Regulations and related legislation
Ability to inspect and report on dangerous structures and demolition sites, taking appropriate action where required
Ability to check deposited plans for compliance with Building Regulations, relevant standards, and legislation; carry out follow-up site inspections as necessary
Provide clear, informed advice on Building Control matters to architects, agents, builders, developers, councillors, and the public
Ability to support the delivery and management of Building Control services within a team, under the guidance of a Senior Surveyor
Ability to prepare accurate technical records, process applications, and recommend solutions independently, referring to a Senior Surveyor when appropriate
