The role:
We are seeking an Internal Auditor to take direct responsibility for delivering high quality internal audit reviews across the Partnership portfolio and to directly advise on the adequacy and effectiveness of the internal control framework to help clients to meet their business objectives and manage the risks facing their organisations.
Key responsibilities:
Direct and lead in the delivery of internal audit reviews to a variety of partners/clients across the South of England
Using a risk-based approach, review risks facing the client and design a programme of work to review, evaluate and test the internal control framework in place to manage the risks. Analyse
findings to assess the impact on the risk environment
Form an opinion on the adequacy and effectiveness of the control framework currently in place to provide assurance to senior managers, Chief Officers and Members
Negotiate on required actions to address identified weaknesses and agree timescales and responsibilities
Undertake and supervise (where required) the completion of work in the audit certification of grant claims and ensuring compliance with grant instructions
Contribute to the development of the audit practice by designing audit programmes and implementing new approaches to audit work
Plan and co-ordinate workloads to ensure that the audit plan is achieved within the agreed timescales and to high standards
Coach staff to help them develop in their role and ensure that the team performs to high quality standards
Ensure that individual audit assignments are scheduled, planned and agreed with clients to ensure that they can be completed in the agreed timescales
Ensure that audit findings are clearly documented to provide adequate audit evidence supporting a clear opinion on the control framework
Draft audit reports following the completion of fieldwork in line with quality standards
Communicate promptly and appropriately with clients to ensure that they understand the purpose of the audit and that the audit meets their needs
Feedback audit findings to clients promptly and clearly so that they understand the impact of the findings on their business objectives and the level of risk involved. Ensure that key risks are highlighted
Contribute to the continued development of the Partnership by attending and actively participating in meetings and section briefings and demonstrate a commitment to providing high quality services consistently
What the client is looking for:
As a minimum, qualified Internal Audit Practitioner (IAP) or equivalent (level 4) relevant qualification, with significant experience.
Must have Local Authority experience
Able to prepare draft audit reports to a high-quality standard
Experience in and good understanding of the risk-based approach to audit
Experience of assessing internal controls and devising testing strategies.
Understanding of the role and responsibilities of a supervisor, including giving and receiving positive feedback and constructive criticism
Able to manage and control audits to professional and quality standards within budgeted deadlines
Confident use of electronic systems, including spreadsheets and electronic working paper software
Ability to analyse and scrutinise complex data sets
Willing and able to receive appropriate training with evidence of continuous training and development since qualification
Effective communication & interpersonal skills
Able to communicate well with colleagues and customers at all levels
Commitment to customer care and confidentiality
Prepared to work more than the standard hours when the occasion demands
