Summary

About the Role

Bury Council is seeking a proactive and experienced Health & Safety Manager to lead the development and delivery of a best-in-class health and safety culture across the organisation. This is a strategic and operational leadership role, responsible for ensuring robust governance, compliance, and continuous improvement in all aspects of health and safety management.

You will act as the Council’s professional lead for health and safety, playing a pivotal role in their 10 year ‘Let’s do it!’ Strategy. Shaping policy, driving behavioural change, and supporting services to deliver safe and healthy environments for staff, residents, and visitors.

Key Responsibilities

  • Lead the development and implementation of a comprehensive health and safety framework, including policies, procedures, and systems.
  • Provide expert advice and assurance to senior officers and elected members on health and safety risks and mitigation strategies.
  • Oversee risk assessments, audits, training programmes, and compliance reporting across all Council services.
  • Manage the Council’s Occupational Health provision and represent Bury in AGMA forums.
  • Lead investigations into incidents and ensure appropriate corrective and preventative actions are taken.
  • Design and deliver engaging health and safety training and communications.
  • Support managers and teams with practical guidance and coaching on health and safety matters.
  • Promote a proactive safety culture aligned with the Council’s “Let’s Do It” values.

About You

We’re looking for a confident and credible leader with:

  • A recognised health and safety qualification (e.g. NEBOSH Diploma or equivalent).
  • Proven experience in leading health and safety in a complex organisation, ideally within the public sector.
  • Experience and knowledge of CDM and Fire Safety regulations.
  • Strong influencing and communication skills, with the ability to engage stakeholders at all levels.
  • A solution-focused mindset and commitment to continuous improvement.
  • Experience in managing Occupational Health contracts and performance.
  • Ability to train, coach and mentor staff to build capability and drive service excellence.
  • Commitment to diversity, inclusion and the Council’s values.

This is a permanent position paying £50,269 51,356 depending on experience. You’ll be based at our Bury campus with flexible working arrangements.
