Key responsibilities:

The Commander Colchester Garrison is the Head of Establishment for Merville Barracks (Colchester). The Colchester Garrison Estates and Facilities Manager (FM) is the principal officer for this function, which forms an essential part of the Head of Establishment remit.

Lead estate management across Colchester Garrison military estate working with contractors and local authority in order to deliver Estate projects both large and small.
Operate in the context and contractual agreement of a Private Finance Initiative (PFI) provision for the delivery of Hard and Soft facility management services across Merville Barracks until 2039.
Lead the Management Agreement with Colchester City Council for the shared/community provision of sports and recreational facilities. This is a contractual agreement and reliant upon income generation to support the ongoing through life cost of the facilities.
The role is the Garrison focal point for sustainability which includes energy and utilities management.
Coordinates and delivers the following activity.
Assume overall line management responsibilities for HQ Colchester Garrison Infrastructure staff, which includes military, Civil Service and Contractor colleagues.
Input and on behalf of Colchester Garrison manage the Command Infrastructure Delivery Plan (CIDP) operated by Defence Infrastructure Organisation (DIO). This function includes initial submission including a Statement of Requirement, development and creating the supporting Authority Change and providing the customer interface during delivery.
Maintain and manage the system of works for pre-planned lifecycle maintenance and change process under the PFI.
Provide the customer focal point and interface for all estate and facility management issues including all units across Merville Barracks, PFI Hard/Soft FM providers and 3rd party contractors. In addition, and through regular meetings ensure priorities are agreed with HQ 16 Air Assault Brigade Combat Team as the senior end user.
Monitor and provide constructive feedback on contractor performance to ensure works are carried out appropriately, timely, effectively and deliver value for money.
Represent Colchester Garrison at contractual and non-contractual meetings in Merville Barracks and act as principal planner, 1st line assurance lead and liaison with HQ Regional Command, HQ STRATEGIC Command, Regional Infrastructure Cell, Military Stations across East Anglia, Joint Military Command (Centre) and Top-Level Budget organisations as required.
Act as a focal point and to chair the Amenities Coord for the provision and use of Sports and Leisure facilities under the Management Agreement.
Ensure the appropriate licensing and charging arrangements are in place for external users.
Provide a focal point for DIO Land Management Services in support of Land Management issues, lease arrangements for non-PFI areas of the estate noticeably Service Families Accommodation area and to provide a liaison function to Defence Training Estate for training areas within the Colchester Garrison.
