Summary
Job responsibilities Job Purpose The PCN Manager role exists to support the delivery of the Primary Care Network agenda and play a pivotal role in the delivery of high-quality primary health care within the South Cotswold Network. The PCN Manager is integral working alongside the Clinical Director and the PCN Board members. Coordinating the successful achievement of all governance requirements, the PCN Manager will work with the PCN to translate national and local policy into meaningful changes, and will support practices to achieve improved outcomes for the local population. Travel between Network Practices and to other venues for meetings and work will be required from time to time. This job description is an outline of key tasks, responsibilities and outcomes required of the role. However, the remit of this role is broad and evolving and the job holder will carry out any other duties as may reasonably be required by the PCN Clinical Director. The following areas of responsibility are an indication of the role but could be subject to change as the primary care network model evolves locally and nationally. Primary Duties and Areas of Responsibility Organisational: Support the PCN Director to ensure the smooth running of the PCN. Act as a first point of contact for incoming information and queries related to the PCN. Co-ordinate the delivery of enhanced services and other service submissions on behalf of the PCN. Co-ordinate other PCN projects including the local Covid Vaccination Programme and Quality Improvement Projects. Alongside the PCN Director and Board, manage and develop the Network including strategic and operational planning processes to support the PCNs objectives. In liaison with the PCN Director, provide business management support (including financial and HR oversight) to Healthy Corinium as required, a community interest company owned by the PCN. Support the PCN Director with the writing of business and development plans as required. Support recruitment, induction and training of new PCN staff where required. Finance and Administration: Responsible for the oversight of the Networks financial processes, payments to all the practices within the Network. Calculation and reconciliation of payments to the PCN and to practices. Work alongside Practice Managers within the Network to set up financial systems and processes as required by the PCN. Produce the Board Information Pack to ensure that the PCN Board has relevant information to make informed decisions. Collate information from the 5 practices to demonstrate compliance with contractual requirements. Monitor and check the accuracy of any submissions for Enhanced Services, contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis as required. Manage contractual requirements on behalf of the Network. Work in conjunction with the LMC and GP Collaborative, to ensure representation of the GP practices, as the National Neighbourhood Health Implementation Programme (NNHIP) develops. Ensure that the PCNs physical and financial resources are managed and maintained for maximum effectiveness through: Ensuring financial risks are recognised and mitigated through appropriate action Financial planning and monitoring of expenditure Supporting the practices, through managing all aspects of the ARRS and identifying significant deviations from plan Planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required Ensuring all claims are submitted in good time and payment made and received Ensuring the practices allocation of resources if fair and equitable Present financial plans, monitoring information and reports to the PCN as required Maintaining a copy of payments, receipts and invoices and working with the PCN Accountants to prepare Annual Accounts. Additional Roles Reimbursement Scheme (ARRS)- responsible for the coordination of the ARRS monthly submissions in a timely manner for ICB review and approval- reconciliation of the payments- ongoing ARRS budget planning support for practices. COVID vaccination programme coordination across the 5 practices- ordering vaccines, submitting payment claims, reconciliation of payments. Further develop the access to Social Prescribing provision- continue developing relationships with local organisations: voluntary, Council, to provide a more cohesive approach for patients. Working closely with the Frailty service (Healthy Corinium), to provide the ICB Frailty Implementation Plan as part of the Integrated Neighbourhood Teams (INT). Quality and Governance: Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance. Be responsible for the production of performance and quality reports within the Network as needed. Collate feedback / analysis data on behalf of the Network to report to the Integrated Care System (ICS). Ensure that the PCN Board and Clinical Director adhere to the governance structure as set out in the Network Agreement. Alert PCN members to issues of quality and risk. Organise PCN Board Meetings and any other PCN meetings as required. This includes booking rooms, agreeing agenda, taking and circulating minutes. Information Management & Technology Support with the ongoing Modern General Practice- driving initiatives to encourage greater use of technology, including NHS app to provide access to patients in the best way that suits them. Ensure the PCNs compliance with the GDPR and Freedom Of Information (FOI) along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance. Oversee the administration of information management and technology of the PCN, including its shared folder structure and staff access to this. Ensure the integrity of the system working with the ICS to implement their guidance. Welfare: Organise PCN events e.g., PCN Development Sessions. Co-ordinate PCN training and development of staff in liaison with the PCN Education Lead, Clinical Director and Practices e.g. Protected Learning Time Events. Working Relationships: Work as a flexible member of the PCN providing support to other team members when necessary. Represent the PCN in cross organisation meetings when agreed e.g., ICS / locality meetings. Encourage supporting staff to collaborate through sharing information and intelligence across different activities. Build good relationships with all stakeholders involved in the PCN. Personal/Professional Development: Assess own performance and take accountability for own actions, either directly or under supervision. Effectively manage own time, workload and resources Participate in any training/development implemented by the PCN as part of this employment, including: - Participation in an annual individual performance review, including taking responsibility for own development, learning and performance and demonstrating skill and activities to others who are undertaking similar work - Maintaining a record of own personal and/or professional development
