An exciting opportunity has become available in North Norfolk, to assist the Trust in managing NHS estate as part of the Community Service Operations that we provide. The post holder will be integral to successful management of compliance, health and safety across estates used by the Trust, through its relationships with other NHS organisations. This would be an excellent opportunity for candidates wishing to develop their career in Estates and Facilities services and contract management.
The Facilities Manager will be required to play a proactive part within the Estates and Facilities team to meet Trust objectives in a safe, cost effective, efficient manner and compliant with legislation and good practice. As Facilities Manager you will assist the Facilities Operations Manager in providing effective site leadership for Estates & Facilities services, in capital projects, minor works, backlog and statutory maintenance, reactive maintenance and hotel services, ensuring that sites are suitable and appropriate for the services provided and that the stakeholders are supported through sound performance management arrangements and team working, by providing the varied skills that are embedded within the department’s philosophy and flexible working.

· To provide general management of Estates and Facilities (E&F) resource within the respective PLACE, to ensure efficient and quality site management services and estate compliance.
· To act as a conduit between E&F and the PLACE, providing effective customer service, attending relevant PLACE meetings and supporting the PLACE Quality Director in a responsive and proactive manner.
· To manage the provision of outsourced services as delivered within the PLACE
· To ensure the Trust’s site management services are governed within agreed policies and procedures and are budgeted for within agreed terms.
· Actively participate in operational and strategic decision-making by attendance at Trust development groups and other relevant meetings and to undertake a project management role where required.
· To be the primary contact for service and building users for estates & facilities services, including tenants, within the PLACE
· To provide, where specified, subject matter expertise for specific technical services across the PLACE

Key Duties and Responsibilities
1. Management of Portering including roster management, grievance, appraisal and absence management
2. To act as an initial contact for external organisations, co-ordinate site queries and attend to them in a timely manner
3. Manage space utilisation within the PLACE tomaximise efficient use. Assist on reporting of space utilisation performance, recommending improvements as they arise.
4. Liaise with service specific Estates and Facilities staff to ensure a smooth management and delivery of support services and to assist them in problem solving and the implementation of remedial action.
5. Liaise with all service contractors and monitor standards of performance ensuring that service failures are brought up to standard in a timely manner.
6. Manage and resolve Estates and Facilities related - PLACE operational problems making recommendations to support the delivery of clinical services within delegated budgets.
7. Identifying and managing risks by undertaking statutory risk assessments within CIBSE Guide M and creating and maintaining risk registers ensuring they are regularly reviewed, escalating in accordance with Trust policy and procedure.
8. Provide information as requested for Estates and Facilities data and reports.
9. Co-ordination/management of capital, service projects, minor works, reactive, backlog and statutory maintenance, acting as the conduit between support services, clinical operations and contractors.
10. Responsibility for collating and presenting minor works requests for authorisation by Facilities Operations Manager
11. Conduct briefing to Trust staff as required, including Trust induction.
12. Audit service contracts and technical service standards
13.Attend contract meetings as required – monitoring and reporting contract delivery is managed within the PCN
14.Participating in accommodation management group and deliver approved outcomes
15.Working in partnership with operational staff across business units to assess Estates and Facilities service performance and map future requirements.
16.Assist the development and implementation of emergency action and service operational procedures and co-ordinate activities related to patient/staff evacuation. Manage and maintain fire safety procedures and resources at all operational sites.
17. Assist the Facilities Operations Manager in the formation of generic site continuity plans and procedures, their testing and communication
18. Assist patients during incidental contact, deal efficiently with any issues raised, present and maintain corporate image
19. Assist the Trust’s subject matter experts in meeting requirements in respect of Health and Safety, Infection Control, CQC, Fire and PLACE by implementing and monitoring actions arising from inspections and audits. Conduct and report on a programme of continuous site audit and inspection.
20.Undertake training in specialist areas including legionella, medical gases, etc.
21. Manage the security facilities at all sites in the relevant PLACE
22.Identify commercial opportunities for service development and contribute to subsequent business plans.
23. Meet on a regular basis, through Estate Manager meetings, with Assistant Directors and managers to share and ensure best practice across the PLACE
24. As budget holder, manage and analyse site budgets, addressing and reporting on reasons for significant over and under-spends, assist in budget setting
25.Accountable for the authorisation of expenditure within allocated budgets, acting as an authorised signatory. Use the procurement system.
26. Management of 3rd party tenants, maximising income by ensuring recharging and lease/licence documentation is regularly reviewed and implemented.
27. Identify and implement programmes for cost improvement regarding the use of resources for example space and utilities. Participate in and promote the Trusts sustainable development plan across the PLACE.
28.Participate in recruitment, selection and induction of staff when required
29. Monitor and manage operational site statutory compliance, managing delivery of estates projects (minor works / capital), including the register, issue and control of Permits to work. Contribute to site data across information systems including Alemba, Cloud Booking, DATIX and documented quality management systems.
