We are seeking a dynamic and results-driven Bid Specialist Lead to join our Solution Sales team.

The successful candidate be responsible for developing high-quality, persuasive, and compliant proposals for major public sector tenders and framework agreements and with the ability to operate at a strategic level.



To support with shaping win strategies, elevating bid quality, and enabling growth across high-value public sector opportunities. Whilst working closely with internal stakeholders across a variety of teams to ensure every bid submission reflects the company’s value, compliance, and readiness.

To maintain ownership of critical bid narratives, including method statements, capability sections, and framework-specific proposals.

This role is central to increasing public sector bid conversion, ensuring we maintain competitiveness in the framework and strategic tender environment, and delivering measurable contribution to the organisation’s revenue targets particularly in the public sector.

Key Responsibilities:

Ownership of qualified opportunities that meet certain criteria and once these have been assigned to work with both internal and external stakeholders to create a winning proposals.

To be responsible for;

Lead the development of high-quality, strategically aligned proposals for qualified public sector opportunities and frameworks, ensuring content is compelling, compliant, and tailored to evaluation criteria.
Collaborate with internal and external stakeholders to create integrated and competitive solution narratives.
Coordinate complex input gathering and narrative development, ensuring consistency across multi-lot and multi-stakeholder bids.
Engage proactively with vendors and strategic partners to secure supporting information, certifications, and aligned messaging that strengthens Converge’s value proposition.
Produce professional, customer-ready documentation, ensuring final submissions are on-brand, structured for high scoring evaluation, and aligned with the company’s strategic messaging and quality standards.
Work closely with Public Sector team to articulate the strategic fit, outcomes, and measurable benefits of proposed solutions.
Structure, review, and refine written content to ensure clarity, compliance, and persuasive positioning across all proposal sections.
Lead or contribute to bid/no-bid and pursuit strategy decisions, providing strategic challenge and risk/opportunity analysis to inform resource allocation.
Support the Public Sector team in framework-based engagements, providing bid-ready documentation, key messaging, and solution summaries for negotiation and presentation.
Act as a contributor to the development of new content, templates, and bid library assets, ensuring written material remains current, accurate, and aligned with evolving customer and market expectations.
Provide leadership and mentoring to bid writers and contributors, promoting adherence to best practice and continuous improvement.
Support the Head of Bids and Tenders in strategic projects, including framework renewal planning, market intelligence gathering, and refinement of written methodologies.


Measures of Performance:

Achieve quarterly profit targets based on the value of successful proposals and bids.
Maintain a high bid-to-win ratio across Public Sector opportunities and Frameworks.
Ensure high levels of internal and external customer satisfaction.
Demonstrate consistent accuracy and quality in both written and commercial responses.
Support the achievement of solution sales KPIs when responding to sales support requests


Person Specification:

Essential Qualifications:

GCSE Maths and English
APMP Practitioner Certification
Desired Qualifications:

Degree in English, Communications, Business, or a related subject
Essential Experience:

Demonstrable professional experience in bid writing or public sector procurement and writing bids for public sector frameworks and strategic tenders
Proven track record of developing high-scoring narrative content for large-value opportunities (£500k+)
Strong knowledge of public sector procurement processes and evaluation models (e.g. MEAT, PCR 2015)
Skilled in coordinating inputs from SMEs, Pre-sales, and Commercial teams to create coherent proposals
Excellent writing, editing, and communication skills – able to translate complex technical input into evaluable, customer-focused content
Able to manage multiple bids simultaneously and work to fixed deadlines
Experience managing end-to-end written response ownership within a formal bid/no-bid and governance process
Proficient use of Microsoft Office, particularly Word and Excel


Desired Experience:

Training in public sector procurement regulations or writing for evaluation.
Experience with multi-lot and multi-site framework responses in the central/local government sectors
Understanding of specific frameworks such as G-Cloud, RM6100, or similar national public sector agreements
Familiarity with bid automation tools, CRM systems and structured content libraries
Ability to coach or mentor writers or contributors to improve content quality
Understanding of Central Government procurement regulations and strategies.
Direct involvement in developing or managing complex pricing models for public sector tenders.
