The role:

We are seeking a skilled manager, with housing and homeless experience, to support the existing manager.

Under the guidance of the Health Protection Healthcare Quality Service Manager, you will lead the day to day management duties of the Housing Advice & Information Team and deliver a high-quality, customer-focused service that fulfils the Council’s statutory homelessness duties and supports partnership efforts to meet the Authority’s objectives.



Key responsibilities:

Lead the development and delivery of homelessness prevention policies, strategies, and service plans, ensuring the Council meets all statutory responsibilities
Regularly review policies and analyse data to ensure the service responds effectively to housing needs. Oversee timely and accurate submission of all relevant reports, including performance data, and adopt new IT systems as required
Drive and expand homelessness prevention and relief initiatives tailored to individual needs, including personal housing plans, move-on options, and support services—working closely with internal teams and external partners
Support minority groups, including travellers and asylum seekers, by collaborating with regional bodies, government agencies, contractors, internal teams, and voluntary organisations
Provide daily supervision, support, and performance monitoring of team members. Keep the Service Manager informed on team performance, focusing on government statistics and internal KPIs
Stay up to date with housing and homelessness legislation. Offer practical advice, guidance, and training as needed, and promote the service across various platforms, including digital channels
Ensure timely, effective responses to complaints, appeals, enquiries, and emergency incidents
Regularly review the allocations and local lettings policies to ensure they meet local housing needs
Manage temporary accommodation placements to minimise costs to the Council
Support the Service Manager in budget monitoring, including external grants and awards. Use the prevention budget creatively and effectively, with appropriate oversight
Oversee and monitor commissioned homelessness prevention services delivered by external providers
Collaborate with Public Health teams to strengthen the role of homelessness services in easing pressure on healthcare services
Ensure continuous access to services by managing staff and coordinating out-of-hours call-out arrangements for homelessness cases
Represent the department at committees, courts, public inquiries, and working groups. Be available to work outside standard hours as service needs require



What the client is looking for:

Educated to A-Level standard or equivalent with GCSE English Language and Mathematics (Grade A-C) or equivalent
Clear understanding of homelessness legislation and associated guidance, and its application as part of a front-line statutory service
Significant experience, in-depth knowledge and practical implementation of relevant homelessness legislation and associated guidance
Knowledge of Jigsaw case management system
Significant experience of managing a team
Excellent written, verbal, and presentation skills
Able to design, implement, and review systems and procedures effectively
Competent in the use of PC based IT systems and assist in their development
Excellent negotiating and persuading skills
Excellent interpersonal skills to ensure that conflict is avoided or resolved effectively
Capable of shaping and delivering systems and procedures that meet service and team objectives, while ensuring effective team management
Excellent problem-solving skills, to resolve complex issues within the bounds of Council policies
