Summary
Co-ordination of the significant Estates and Facilities milestones and actions on the overall PFI Expiry Programme Tracker. Co-ordinating all the Estates and Facilities aspects of the agreed transition and handover process for the PFI assets subject to buy back. Providing senior leadership to the programme team and ensuring seamless continuation of safe provision of healthcare support service and operations as the PFI arrangements end in 2028. Working collaboratively to lead the Trust through the relevant condition-based surveys and establish the certification process, work with finance and other teams on the commercial strategy and ensure that the building assets are performing up to the PFI Project Agreement expiry date. Lead the planning, execution and tracking of agreed PFI life cycle projects to ensure they are complete, compliant, commissioned, and certified and that they meet the contractual and expiry obligations for condition at expiry and meet future needs of the hospital(s). Relationship management of internal teams, NHS stakeholders, external suppliers and partners and the PFI management and their supply chain in order deliver a successful conclusion of the PFI contract that minimizes future inherited and avoidable risk for Leeds and York Partnership Foundation Trust. Responsibility for closing out existing PFI based supplier contracts and delivering on the agreed Facilities Management service strategy ensuring that appropriate contracts and service arrangements are in place to effectively and efficiently manage the assets. Implementing robust operational management, operational policies and emergency and business continuity plans to ensure that Hard and Soft Facilities Management services continue without interruption. Support the Deputy Director of Estates and Facilities in establishing the mechanism in which Capital Project Management will be delivered post expiry on the assets. Lead on the overall Estates and Facilities transition on the PFI Expiry including transformation and the new Facilities Management Model, acquiring relevant contractual documentation and information such as building operation and maintenance manuals, warranties and asset and equipment lists etc. Prepare and lead on action plans for transition and occupation of the PFI Estate and how these harmonise into Trust assets from a governance and delivery perspective for Estates and Facilities. Work in partnership with our key internal stakeholders such as Programme Management Office, Finance, Estates and Facilities, Human Resources, Care Services, Operational Services. You will provide added leadership value to the Estates and Facilities Department working closely with the Deputy Director of Estates and Facilities, Head of Operations (Estates and Facilities) and the PFI Operations Manager. You will be a key part of the departments Senior Management Team as well as providing advice and support across the organization for matters in relation to the PFI Estate.
