About the role

Take a lead role in the IJB’s system of financial management including financial planning, finance for decision making, financial monitoring, financial reporting and financial governance thereby supporting the IJB to demonstrate best use of resources, and in turn the Council and NHS Grampian

Support the Chief Officer-Finance to maintain oversight of the systems of financial management across the IJB


Operate as a key member of the leadership team contributing to the strategic management of the IJB, deputising for and acting on the behalf of the Chief Officer-Finance


To act as Deputy Chief Financial Officer in terms of Section 95 of the Local Government (Scotland) Act 1973, responsible to the IJB for the proper administration of its financial affairs, and as determined by the Chief Officer–Finance, to the Council for proper administration of its financial affairs


The Deputy Chief Finance Officer will play the key role in supporting the Chief Officer of the Aberdeen City Health and Social Care Partnership (ACHSCP), working closely with the Chief Officer-Finance. The role includes responsibility for integrated financial planning and monitoring across both Aberdeen City Council and NHS Grampian, ensuring alignment with the IJB’s strategic objectives


Provide expert financial advice and support to the IJB, including preparation and presentation of financial reports, annual accounts, and statutory returns


Collaborate with NHS and Council finance teams to ensure sound financial governance, compliance with financial regulations, and effective use of resources across the partnership


Lead on the development and implementation of financial strategies that support preventative and early intervention initiatives within the ACHSCP


Act as a key liaison for external and internal audit processes related to the IJB and ensure robust financial controls are in place


Support transformation initiatives and service redesigns within the ACHSCP by providing financial leadership and strategic insight


Represent the Finance Cluster in regional and national forums related to health and social care finance, contributing to policy development and best practice sharing


Provide the leadership and management of the Adult Social Care Financial Assessments team and other accounting support staff as determined and agreed with the Chief Officer–Finance

The post holder needs to hold as a minimum:

• CCAB Qualified Accountant and current membership of a recognised chartered
professional body.
• Relevant degree or professional qualification and/or Member of Professional
Institution/Association

The postholder is able to demonstrate:

• Sound commercial and business acumen with strong knowledge of business drivers and the external environment.
• Sound understanding of organisational change management philosophies, tools and
techniques.
• An ability to assess business needs from multiple sources, producing high level summaries and recommending appropriate interventions.


• Proven extensive experience in:
o Strategic policy development and implementation.
o Managing strategic partnerships.
o Service improvements.
o Successful budgetary management and control.
o Developing integrated services.
o One or more of the service areas within the scope of the directorate
o Working with Elected Members, Board members and other similar
stakeholder groups.


• Leadership & Managerial Skills.

depending on the audience.
