Due to the existing post holder taking up a new position outside of the authority, a fantastic opportunity has arisen as the Head of Finance at Leicestershire County Council.
About the Role
You will work closely with senior managers and Elected Members across the organisation, building on the Council’s excellent reputation for sound financial control and delivering value for money.
Crucial to the role will be the management and development of the existing financial team to ensure continuous improvement across a range of activities including:
- Statutory financial compliance and reporting
- Compliance with the County Council’s policies and procedures
- Strategic financial advice to service managers including transformation and savings initiatives
- Guidance and support to budget holders
- Ownership and refinement of the core financial systems
- Providing financial advice and support to key corporate projects
With a focus on effectiveness and efficiency in the delivery of the Council’s core functions, effective budgetary management and a strong customer focus are crucial, including an ability to develop strong professional relationships with a wide range of stakeholders across the organisation, as well as external partners.

This post is politically restricted therefore the post holder is disqualified from undertaking certain political activities under the Local Government Officers (Political Restrictions) Regulations 1990.
About You
To apply for this post, you must evidence that you meet the following criteria in your application:
- A relevant degree and professional CCAB qualification, or substantial equivalent demonstrable experience.
- A proven track record in developing, implementing, managing, and delivering effective finance services which meet organisational strategic outcomes and performance management targets.
- Experience of successful management of significant and demanding programmes / projects, influencing key stakeholders, managing complex budgets, and introducing continuous improvement strategies.
- Experience of providing strategic advice to Elected Members and developing high-quality policies and strategies in accordance with statutory requirements.
- Knowledge of how systems can support efficient service delivery.
- Excellent communication, presentation, analytical, and creative thinking skills, with the ability to build strong relationships and lead high performance.
- A customer-focused approach with a focus on effectiveness and efficiency of service delivery.
You must also have an understanding of, and commitment to, equality, diversity and inclusion.
