Summary

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

The Home Office Property Service Team (HOPS) is currently transforming the way it delivers its services, procuring new contracts for estates services and facilities management and creating a professional and market leading estates team. HOPS are responsible for providing expert property services to the department. The estate comprises of office, Border Force, warehouse, residential, detention and public access properties.

Our property teams work with a variety of stakeholders within the department, across Government and with a range of external suppliers to deliver a range of construction projects, estate management and workplace services to support the Department in delivering our strategic ambitions of a smaller, better, greener estate in line with the Government Property Strategy, and operational and political priorities. Alongside project delivery, the team manages a budget of circa £220m per annum for estate works and oversees a large portfolio of change and improvement projects.

We’re looking to recruit a Sustainability Officer (Climate Change, Net Zero and Water) to play a key role in identifying/developing the suite of policies and action plans to deliver targets set out in the Greening Government Commitments (GGC) targets and Home Office’s Climate Change Adaptation, Net Zero and Water Strategies.

A key purpose for HOPS is to ensure colleagues have an estate and facilities which are modern, environmentally sustainable, fit for purpose and allow staff to maximise operational effectiveness. To this end, HOPS will work closely with Business leads across the UK, our delivery partners and external suppliers to consider how to improve and maximise the use of buildings and facilities and provide ‘smarter, better, greener’ solutions for any new requirements.

Key Responsibilities

The role holder will have responsibility for identifying and developing policies and action plans for the departments net zero, climate change adaptation and water strategies. The role holder will:

Sustainability Officer – Climate Change, Net Zero & Water

We’re seeking a Sustainability Officer to lead the development of policies and action plans supporting the Home Office’s Net Zero, Climate Change Adaptation, and Water Strategies.

Net Zero
You’ll collaborate with strategy leads and stakeholders to identify challenges and opportunities for meeting GGC and Net Zero targets. You’ll develop action plans with clear milestones, monitor progress, and create guidance to embed sustainability into construction, refurbishment, and maintenance. You’ll also advise teams across Procurement, FM, and Project Delivery.

Climate Change
You’ll assess climate risks to the estate, develop adaptation policies, and create a property-level action plan. You’ll work with delivery teams to integrate adaptation measures and report progress against targets. Expert advice will be provided across operational teams.

Water
You’ll identify opportunities to improve water efficiency, develop strategy-aligned policies, and deliver a Water Action Plan. You’ll support teams with expert guidance on water management.

Broader Responsibilities
You’ll champion sustainable practices, build strong stakeholder relationships, and stay informed on emerging innovations. Flexibility across sustainability areas is essential, and you may be asked to support other duties aligned with the role’s level.

This role is available on a full-time basis with the option of compressed hours working.
