Summary

Working within the Cheshire West and Chester Councils Highways' Structures Team, the successful candidate will provide technical expertise to deliver services specific to Highway Structures maintenance and asset management.
The role of Bridge Engineer is to manage the inspection and maintenance of Chester’s historic city walls. The City Walls are a nationally and internationally important, legally protected, Scheduled Monument and designated Highway. The successful candidate will assist in the inspection and maintenance of other Highway Structures including bridges and retaining walls, respond to Highway Structures queries and assist in the management and delivery of Term Maintenance Highway Structures works.
As a vital member of the team, you will work as part of a professional, responsive and dedicated team which undertakes a wide range of tasks. The role will require the use of your knowledge, judgement and initiative whilst being supported by the wider team.
Typical duties:
1. Carry out routine general inspections of the City Walls in accordance with relevant legislation and codes of practice governing the inspection of Highway Structures.
2. Assist the Team Leader for Highway Structures in identifying and prioritising maintenance and repair works to ensure cost effective and economical management of the Capital Works programme.
3. Plan and manage the routine maintenance Revenue Works programme delivered through the Highways Term Maintenance Contract including liaising with and supervising the contractor.
4. Manage wide ranging works and activities on the public highway, including liaising with and supervising contractors during the maintenance of highway structures as part of the highway network.
5. Ensure the council fulfils its legal obligations by managing works and obtaining the appropriate consents in accordance with legislation and with Historic England’s guidance for Scheduled Monument owners.
6. Instruct and manage the work of external specialist Conservation Structural Engineering Consultants and other specialist suppliers as required.
7. Develop good working relationships, and liaise as appropriate, with key internal and external stakeholders including Archaeology, Conservation and Planning Teams, Elected Members, Historic England and others.
8. Investigate opportunities to improve the management and maintenance of the City Walls through, for example, the re-introduction of traditional stone masonry techniques and strategies for monitoring, water management and risk management.
9. Deal with correspondence and telephone enquiries and consult with statutory undertakers, District and Parish councils, other Services and units of the Service.
10. Assist in communicating the work of the team and the wider Highways Service by providing work updates as required.
