Summary
1. Job OverviewWe are looking for an experienced and proactive Operations Manager to lead the mobilisation and interim maintenance services for HMRC's new flagship site at Pilgrim Quarter, Newcastle upon Tyne. This role is central to ensuring the site is ready for key commissioning milestones, with clear operational frameworks in place to support engineering, cleaning, and asset management services.The Operations Manager will guide the mobilisation structure, oversee the implementation of Safe Systems of Work (SSOW), and support the integration of assets into HMRC's systems. This is a visible and impactful opportunity to help shape service delivery at one of the largest government hubs in the North East.
2. Main Duties
-Coordinate mobilisation activities in preparation for commissioning and witness testing milestones, including BMS, lighting and mechanical systems.
-Set up and manage SSOW, permit systems, and authorising arrangements.
-Lead asset surveys and ensure accurate enrolment into MAS and HMRC's Glider BIM system.
-Deliver planned preventative maintenance (PPM) and maintain associated records.
-Review and validate O&M manuals and asset data.
-Oversee subcontractor performance and ensure safety and quality standards are met.
-Support the delivery of Mitie and subcontracted services during the mobilisation phase.
-Work closely with HMRC, their main contractor, and internal teams to align operational plans with commissioning and handover timelines.
-Provide regular updates on progress, risks, and resource needs to senior colleagues and client contacts.
3. What Are We Looking ForWe welcome applications from individuals with a strong background in operations and experience in project management within facilities management or construction. You'll bring a solid understanding of commissioning processes, asset management systems, and mobilisation planning. Confidence in leading diverse teams and working collaboratively with subcontractors is important, along with strong communication skills and the ability to build positive working relationships.Experience with BIM systems such as Glider, SSOW frameworks, and PPM delivery is essential. You should be comfortable working in a fast-paced environment, adapting to change, and maintaining high standards. Familiarity with workforce transition planning is helpful.A full UK driving licence is required, along with eligibility for BPSS and SC/NPPV2 security clearance.This is a client-facing role, and we're looking for someone who can represent Mitie with professionalism, integrity, and empathy.
