Summary

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

The Parliamentary Team is an inclusive, supportive team based in the Home Office’s Private Office. It is responsible for planning and shaping the Home Office’s engagement with Parliament. The team shapes ministerial engagement with Parliament, working across all areas of the Home Office. This requires extensive cross-Whitehall liaison to make sure that we are engaging with our counterparts in each Department.

This is an exciting time for both role with ministerial evidence sessions with the Home Affairs Select Committee in the pipeline, along with other sessions and interest from relevant Committees in both the House of Commons and House of Lords.

Working in the Parliamentary team is an exciting opportunity which sits at the heart of the Department providing a real insight to how Parliament and Government works. Directly supporting Home Office Ministers and Permanent Secretaries is a rare opportunity, providing exposure to and experience of a wide range of policy and operational areas within the Department and across Government.

You will work to protect and improve the Home Office’s relationship with Parliament and achieve the Home Office’s Parliamentary objectives. You will also provide a source of expert advice for policy officials across the breadth of the Department.

This is a demanding and fast-paced role requiring someone who can work effectively under pressure, demonstrate excellent attention to detail, and maintain a strategic overview of issues affecting the Department.

Key Responsibilities

The successful candidate will provide support in;

  • Departmental preparations for oral evidence sessions with Select Committees for both ministers and officials, with duties including commissioning briefing and ensuring that timelines are maintained.
  • Responsible for monitoring and responding to correspondence with Select Committees and will be responsible for a global view of work in progress and ensure that the department is meeting all deadlines.
  • Manage the engagement and relationship between the department and the committee throughout the entirety of the committee’s inquiry – from ensuring input at the initial evidence stage, to response and follow up on Committee’s inquiry reports.
  • Gathering intelligence on parliamentary members to inform briefings for evidence sessions and that Ministers and senior officials are aware of Select Committee areas of interest.
  • Other ad hoc tasks to support the wider Parliamentary and Legislative teams will be required where needed, with support from colleagues.

The successful candidate will find that the work is fast paced with constant ministerial attention, both from within the Home Office and Parliament. The role provides an excellent opportunity to hone parliamentary handling skills in a high-profile environment. It will require extensive stakeholder engagement and active stakeholder management at a range of levels, including:

  • Within the Home Office – with private offices and all directorates.
  • Across Whitehall – with other briefing teams to co-ordinate responses where appropriate.
  • Parliamentary – with Select Committee clerks to ensure that the Department is aware of activity and Committees have the information they require at the right time.
  • The successful candidate will play a key role in ensuring that the Home Office are meeting Parliamentary deadlines and commitments to Select Committee scrutiny. The role will need someone able to prioritise work and to respond to changing deadlines.

You may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours is available.

Travel

Occasional travel within the UK may be required. Travel costs incurred for business need will be reimbursed in line with Home Office travel policy.
