Independent Member for Audit Committee

Remuneration: £1200 per annum (subject to Council approval) and reasonable expenses.
Location: Meetings are held in the evening at the Civic Centre, and from summer will be held at the Old Library following relocation.
Hours: The Audit Committee meets in person approximately 6 times per year. Time will be required for attendance, preparation, and any advisory work to support the governance of the organisation.
Contract: 2 years tenure from September 2025, with a possible extension to align to the municipal year.

Oldham Council requires an Independent Member for its Audit Committee.

What’s involved:

The Audit Committee provides independent assurance to the Council on the effectiveness of the Authority’s governance, financial management, risk management and internal control arrangements. It provides a key role in providing constructive challenge across the organisation and it approves the Council’s audited annal statement of accounts.
The Audit Committee consists of nine elected members, one independent professional chair and a vacant role for an independent member. It meets approximately six times a year and is responsible for reviewing the work of directorates, external audit and considering the final accounts of the Council.
The remuneration package is £1200 per annum (subject to agreement of the full Council), plus reasonable expenses for the role.

For this position, you should be able to demonstrate the ability to think strategically, analyse information and to question effectively, have effective interpersonal skills, and have high standards of personal integrity.
The council is looking for a person with an interest in, and demonstrable experience at a senior level of preferably finance or treasury management.
As an independent member you will be working to provide apolitical and independent support to ensure that there are effective governance arrangements in place alongside strong public financial management, robust internal control environment and appropriate risk management arrangements.


To be eligible for consideration for this role, you must agree to sign an undertaking that you will abide by the Members’ Code of Conduct. You must be able to maintain the confidentiality of sensitive information. You must disclose to the council any information or matter that might damage its reputation or indicate a real or perceived conflict of interest with the work of the committee.

Eligibility:
To be eligible for consideration for this role, you must not:

  • Be a councillor or officer of the Council or have been so in the preceding three years prior to appointment.
  • Be related to, or a close friend of, any councillor or officer of the Council.
  • Have been convicted of any offence attracting a sentence of imprisonment (whether suspended or not) for not less than a period of three months without the option of a fine. The council has the right to carry out a DBS check of any independent committee members.
  • Be an undischarged bankrupt.
  • Have significant business dealings with the council. This includes holding a significant office in a company or other organisation with close commercial links to the Council.
  • Have a formal connection, or be an active member of any political group.
  • Have Council Tax arrears, Business Rates arrears or other debts owing to the Council.
  • Be an employee of or the holder of a significant office in an organisation with close commercial links with the Council.
