As part of the Capital Projects and Investment team, this Programme Management role will work closely with the Estates Programme Management Supplier (EPMS) to provide full end to end reporting, governance and oversight of a large and diverse pipeline of projects from inception to completion. The post holder will be accountable for ensuring projects are effectively mobilised, delivered and handed to operational live running and to ensure project milestones, finance, change and benefits realisation criteria are captured, achieved and recorded.

Key accountabilities

  • Working in partnership with the DWP Estates Strategy & Portfolio Planning, Asset Management and Project Teams to ensure a holistic, cost-effective approach to the planning and delivery of major lifecycle and CAPEX investment programmes in line with Departmental strategy.
  • Maintain a close forward look view of the Department’s CAPEX pipeline.
  • Create and maintain project plans, manage dependencies, set milestones and report regularly on progress at programme level.
  • Work with key internal and external stakeholders to provide a fit-for-purpose and accurate suite of MI, data, reports and forecasts capturing delivery, risk and financial metrics.
  • Provide inputs into PID and Business Case documentation.
  • Engage with key programme stakeholders, suppliers and partners to facilitate, cascade key information, manage and co-ordinate the resources required to ensure the timely end to end delivery of projects.
  • Manage the successful end to end delivery of national roll out programmes across multiple sites.
  • Provide key stakeholder management as required to support the planning and delivery of the Lifecycle Works Programme.
  • Track and monitor Health and Safety performance and reporting against legislative requirements and policies to ensure a safe working environment for all staff and customers.
  • Lead on the cost and finance reporting across all workstreams. Monitor and project spend against agreed budgets and escalate any forecast or actual breaches when required.
  • Co-ordinate, track and monitor all project Change Requests and ensure decisions are recorded and impacted against agreed budgets.
  • Lead the team in ensuring projects are completed and successfully handed over into operational use. Co-ordinate all internal and external stakeholders and suppliers to ensure the handover processes are followed, all documentation is in place and all signoffs are achieved.
  • Provide input and challenge to ensure that workplace and technical design standards are compliant.
  • Liaise closely and build effective working relationships with Estates Commercial/Category Management, Cost Management, and Finance BP as required
  • Communications and Stakeholder Management – identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate.
  • Keep aware of commercial trends and industry changes, developing shared best practice and a promote a continuous improvement and innovative culture.
  • Guidance – provide direction and guidance on development to team and more broadly across departmental professionally.
  • Attend senior management meetings where required, ensuring all necessary materials and reports are available ahead of key meetings.
