Summary

The Office for Investment (OfI) is the Government’s investment promotion organisation for the UK. It operates at the heart of government, as a joint unit of HM Treasury, 10 Downing Street, and the Department for Business and Trade, to unlock the private investment which will be the foundation of the Prime Minister and Chancellor’s commitment to growing the economy and decarbonising our industry and infrastructure.

The OfI is now expanding to reflect the urgency of those missions under the leadership of the Minister for Investment, within the new framework set by the Industrial Strategy and the Government’s Five Missions. As part of this, it will now play an even more central and proactive role supporting departments and their Secretaries of State to partner with the world’s leading companies, influence boardroom decisions on the allocation of global capital, and improve the competitiveness of the UK’s regulatory environment.

Key Responsibilities:

We are seeking a highly motivated individual, with senior commercial and industry expertise, to join the OfI as a Senior Investment Advisor with a focus on impact capital (namely, philanthropic capital and impact investing).

You will provide leadership and strategic direction by offering a perspective on the OfI and wider Government’s activity, with a focus on leveraging investment aligned to the Government’s Mission and Industrial Strategy sectors. You will divide your time between speaking to impact capital holders and directly advising government departments, their Ministers and most senior officials. You will work to originate investment opportunities, build up the department’s relationship with the impact capital community, and overcome investment barriers.

  • Partnership-making: You will advise senior ministers and officials on unlocking transformative impact investment projects. You will deliver a bespoke service to unlock top-tier impact capital projects, facilitating rapid engagement between investors and Ministers, regulators, agencies, and other delivery partners who can identify solutions to barriers and prevent unnecessary delays.
  • Origination: You will work closely with other government departments to identify impact capital partnership opportunities and screen credible propositions from impact capital seeking collaboration. You will play a leading role in originating broader impact investment opportunities aligned with key government priorities.
  • Strategic engagement and policy influencing: You will champion an impact capital-centric approach to policy development across Whitehall, applying investor insights constructively and critically, ensuring that the requirements of the highest-impact capital projects are effectively prioritised. You will provide expert, commercially astute advice on how to unlock investment to operationalise the Government’s strategies. You will engage industry, investors, academics, civil society, broader impact economy actors and policy experts in other departments to understand market demand, failures, barriers, and opportunities and, where needed, challenge the direction of HMG’s approach.
  • Client relationship development: You will nurture and manage relationships with senior decision-makers in the world’s leading impact capital holders. You will provide trusted advice, make introductions to No10 and Ministers, and help them navigate the complexities of the UK system. You will also set direction within HMG, providing leadership to teams brought together from relevant departments and delivery partners to provide project and advisory support.
