About the role

Rochdale Borough Council is seeking a strategic and forward-thinking Head of legal services (corporate) and Deputy Monitoring Officer to continue the delivery of high standards of governance, legal compliance and support the council’s ambitious regeneration programme.

This is a key leadership role within the council, offering the opportunity to shape legal strategy, lead a talented team, and contribute directly to the delivery of our corporate plan: People, Place and Planet (20232028). This plan sets out our ambition to work cooperatively to reduce inequalities and deliver sustainable opportunities and services that benefit our residents, communities, and environment.

Key Responsibilities

  • Lead, develop and manage the Legal Services team across a broad portfolio including contracts, litigation, property, planning, and governance.
  • Provide strategic legal advice to elected members, senior officers, and committees.
  • Act as Deputy Monitoring Officer, supporting the Monitoring Officer in promoting ethical governance and compliance with statutory duties.
  • Ensure legal robustness in council decision-making and service delivery.
  • Represent the council in complex legal matters and negotiations.
  • Champion innovation and continuous improvement in legal services.


About you

  • Qualified solicitor, senior legal executive or barrister with substantial post-qualification experience.
  • Proven leadership in a public sector legal environment, ideally within local government.
  • Strong understanding of local government law, governance frameworks, and statutory responsibilities.
  • Excellent at communication, negotiation, and client engagement.
  • A strong track record in development, supporting talent and team building.
  • Commitment to Rochdale’s values and cooperative ways of working.
