We are advertising for three Senior Finance Manager vacancies across Financial Management at Manchester City Council.

Children's Social Care Finance Team - Senior Finance Manager

This is a rewarding opportunity to help shape the financial support underpinning some of Manchester’s most vital services for children and young people. As a Senior Finance Manager within the Children’s Social Care Finance Team, you will play a key role in improving outcomes for children across the city—providing strategic oversight of budgets that directly impact services such as Leaving Care and Unaccompanied Asylum Seeking Children.

You will work in close partnership with service leads in Children’s Services, offering tailored financial advice and ensuring resources are effectively managed and aligned to service priorities. If you share Manchester’s ambition to deliver high-quality services for its residents, we want to hear from you.

Children's Education Finance Team - Senior Finance Manager

This is a stimulating opportunity to lead financial management across core Education Services (excluding schools), including areas such as home-to-school transport, special educational needs, short breaks, grants, and education management.

As a Senior Finance Manager, you will monitor high-risk budgets, support the development and tracking of savings, and work closely with education service leads to provide tailored financial advice. You will also contribute to improving financial management processes through the use of new systems and approaches, helping to deliver better outcomes for children and young people.

Neighbourhoods Finance Team - Senior Finance Manager

An exciting opportunity is available within the Neighbourhoods Finance Team to lead financial support for Housing Services and Homelessness. You will provide strategic financial advice and ensure resources are effectively managed and aligned to service priorities.

Housing Services manages approximately 15,000 social homes, making the Council the largest provider of social housing in Manchester. The service aims to deliver high-quality homes in partnership with local communities.

The Homelessness and Housing Access service focuses on preventing homelessness and supporting individuals and families to secure permanent housing and improved outcomes. A key part of this role involves overseeing the financial aspects of Manchester’s social housing allocation scheme: Manchester Move.

We would love to hear from you if you have the following skills and experiences:

•Clear, accessible financial communication across all levels
•Insightful budget analysis and strategic planning
•Prioritising complex workloads under pressure
•Team leadership and staff motivation
•Swift, strategic problem solving
•Advanced systems and data analysis capabilities
•Strategic awareness of council operations and policies
•Commitment to inclusive practices and service delivery
•Ability to review, enhance, and maintain financial procedures to support the efficient running of complex financial operations
•Strong grasp of statutory accounting frameworks and principles, with working knowledge of CIPFA guidance and audit regulations

We want to support talented, passionate individuals to develop and progress through our Financial Management Service, launch a rewarding career in Local Government Finance, and become a future senior manager and leader of the City council.

You’ll need to be a high-performing, enthusiastic person who is adaptable, resourceful and determined to turn your talents, and our investment in you, into a better future for Manchester and its residents. This role is no walk in the park. Fourteen years of cuts and austerity have stretched our budgets, services, residents and local economy close to the limits. But Manchester has bucked trends and is continuing to grow.

That’s because we attract staff who can think differently, who listen to and work with our residents – and each other –with profound understanding and compassion, and who aren’t afraid to try new things to get us where we aim to be.

Are you ready to make a long-term commitment to working for Manchester City Council, helping us to tackle our complex and diverse challenges, and to provide the support, challenge, training, insight and intelligence our services need to make the best of our budgets for the benefit of our residents? You must be prepared to challenge the status quo to bring about change, be able to learn and share knowledge and experiences, have resilience and show dedication to making our city and our residents the best that they can be.

In return we will support and develop you in all aspects of the Financial Management service and to do this you will require an insight and understanding of all the services that we deliver and procure, to enable you to become everything you want to be.
