The role:
On behalf of a local council, we are seeking a Head Of Service Education Infrastructure & Outcomes to strategically lead and manage an overarching strategy for education provision ensuring the council have sufficient school places that provide a high standard of education with good or outstanding outcomes for all pupils.
Key Responsibilities:
Lead and develop the strategic planning and commissioning of school places including promoting choice and diversity.
Recognising the majority of the work streams associated with the post will be within the education sector, certain aspects will have a wider brief across Children & Family Services.
Lead, develop and implement a strategic school organisation framework to ensure the Council meets its statutory duty to provide sufficient school places for children resident in the area.
Lead for the Council on its duty to champion for children and young people and their parents and local communities to ensure a high standard of education, reporting concerns to the Regional Schools Commissioner where necessary.
Lead on the implementation of the capital strategy which secures, allocates and quality assures capital resources (including S106/CiL) in line with the Council’s long term plan for the provision of pupil places.
Lead the implementation and development of a strategy to improve education outcomes for all children working with the family of schools to ensure effective school led support.
Lead on the development of the family of schools approach facilitating the development of an infrastructure which maintains a focus on outcomes for local children and young people as the sector transforms.
Lead, develop and implement a strategic framework for traded services to schools, developing a business/customer led approach to delivery of high quality services.
What the client is looking for:
Previous experience working at senior management level within an education environment of comparable scope and complexity and with an understanding of the issues facing local government
Experience of leading the delivery of strategic objectives and policies within a large, multidisciplined organisation.
A strong background in leading and managing teams to achieve significant, sustainable service improvements and outstanding results
Experience of leading a performance management culture, including service planning, target setting, performance appraisal, and the management of diverse staff groups.
Extensive experience of delivering customer focused services that are responsive and flexible with regard to customer need.
Experienced in evaluating competing priorities within tight financial limits and managing progressive and innovative budgetary arrangements.
Experience of forging successful partnerships with a wide range of internal and external bodies including governmental and non governmental organisations, the private and voluntary sectors
Ability to work effectively within a political environment, providing clear, balanced advice and guidance on strategic issues
