£305.84 per day PAYE

35-37 hours per week

Contract Length: 4 months

Location: Dudley, West Midlands

This role will be responsible for delivering procurement operations and activity, including tenders and mini-competitions via frameworks. The postholder will support the delivery of savings and efficiencies (both cashable and non-cashable), ensure that all contracts are recorded and stored digitally, and contribute to the development and delivery of the forward procurement plan.
The role requires a proactive individual with strong procurement knowledge who can ensure that activity is well-planned, compliant, and delivers best value. There will also be opportunities to support and implement innovative procurement procedures.

Key Responsibilities:



Deliver procurement operations across a wide range of services and categories.


Manage own performance against KPIs and support continuous improvement.


Work with colleagues to advise on procurement strategies and prepare appropriate documentation.


Assess the suitability of national procurement frameworks to deliver value for money.


Maintain professional development and stay up to date with procurement legislation and best practice.


Ensure compliance with all relevant procurement regulations and directives, providing guidance and training where required.


Support the development and maintenance of procurement templates, e-procurement systems, and contract registers.


Promote opportunities for small, micro, and medium enterprises (particularly in the Midlands) to engage with procurement activity.


Ensure confidentiality of all procurement activity and manage sensitive information appropriately.


Support the monitoring and delivery of social value within procurement processes.


Contribute to contract management, governance workflows, and post-award reviews to inform future procurement.


Support transparency obligations and maintain procurement information on internal and external platforms.


Under guidance, negotiate contract variations, extensions, and price adjustments, keeping accurate records.


Provide advice to a wide range of stakeholders including suppliers, developers, statutory bodies, internal teams, and elected members.


Contribute to income generation by promoting contract opportunities and shared procurement arrangements with external partners.




Role duties:

Ensure compliance with health and safety legislation and all related policies.


Adhere to legal and regulatory requirements including Data Protection, Freedom of Information, and Information Security.


Essential Requirements:


A valid driving licence will be required and subject to checks with the DVLA.


Business Use Car Insurance and a valid MOT (for vehicles over three years old) are essential.




Procurement Operations – End-to-end procurement (tendering, evaluation, award, mobilisation); pipeline management to deadlines/budgets.


Performance & Improvement – Delivering to KPIs/SLAs; contributing to service improvements and customer satisfaction.


Procurement Strategy & Advice – Advising stakeholders; developing contract documents; aligning with corporate strategy.


Frameworks & Market Engagement – Using/assessing frameworks; engaging suppliers/SMEs to drive competition.


Compliance & Governance – Strong knowledge of UK procurement regulations; ensuring internal/external compliance.


E-Procurement Systems – Proficient in platforms (Proactis, Bravo, Oracle, SAP Ariba, etc.); maintaining templates/docs.


Social Value & Transparency – Supporting social value delivery/monitoring; understanding transparency requirements.


Contract Management & Negotiation – Supporting variations/extensions/performance reviews; negotiating for best value.


Stakeholder Engagement – Advising/supporting stakeholders at all levels; handling sensitive/confidential info.
