About the Team:

You will be joining Lambeth’s Skills and Employment team, part of the council’s Economy, Culture & Skills division. We’re a dynamic, passionate team working to ensure that local people—especially those furthest from the labour market—have the opportunity to thrive through access to high-quality jobs, training, and career pathways.

We collaborate across council services and with external partners to deliver employment support that’s innovative, inclusive and rooted in community needs.

About the Role:

Are you passionate about supporting young people to realise their potential? Do you have the drive and creativity to design and deliver employment solutions that make a real difference? If so, we want to hear from you.

We are looking for a passionate and forward-thinking Programme Manager to lead the development and delivery of innovative approaches that reshape how Lambeth supports care leavers into sustainable, meaningful employment.

You will play a critical role in transforming our employment and skills function to ensure it delivers better, bolder outcomes for care experienced young people —particularly those facing multiple barriers to opportunities.

You will lead the design and delivery of the Lambeth Full Potential programme, an initiative focused on supporting NEET (Not in Education, Employment or Training) care leavers to realise their aspirations. By embedding high-quality, holistic support and building strong partnerships across sectors, you’ll create clear pathways into training, education, and good-quality work.

You’ll be responsible for:

  • Developing and delivering innovative programmes tailored to care leavers' employment and skills needs.
  • Leading multi-agency partnerships, including employers, training providers, voluntary sector organisations and internal council teams.
  • Managing programme performance, data and reporting to support service planning and drawdown of funding.
  • Promote equity, diversity, and inclusion throughout the programme—supporting marginalised groups and tackling systemic barriers to employment.
