Our Client is looking for an experienced and forward-thinking Learning & Organisational Development (OD) Manager to lead a dynamic team shaping the future of our workforce.
This is an exciting opportunity to operate at both a strategic and operational level, designing and delivering innovative programmes that strengthen organisational capability, build leadership capacity, and enable a high-performing, inclusive, and future-ready workforce.
You will play a key role in supporting change and transformation programmes, embedding learning and OD as enablers of sustainable change, while driving digital innovation—including the use of AI and emerging technologies—to modernise learning approaches.
Key Responsibilities
Lead the design, delivery, and continuous improvement of a council-wide learning, leadership, and OD programme aligned to the Workforce Strategy and Client Plan.
Champion a culture of inclusion, engagement, and continuous improvement through impactful OD interventions.
Partner with senior leaders, HR & OD colleagues, and service managers to identify capability needs and deliver targeted workforce transformation.
Oversee leadership development programmes for both members and officers, the “Development for All” offer, coaching and mentoring, and team diagnostics.
Embed digital and AI-enabled learning solutions that improve accessibility, efficiency, and personalisation.
Use workforce intelligence and evaluation data to demonstrate impact and drive service improvement.
Build strong relationships with internal and external stakeholders, raising awareness of Learning & OD priorities.
Represent the Client in external networks, promoting innovation, collaboration, and shared learning.
Deputise for the Senior Manager – Talent & Organisational Development when required.
Qualifications and Essentials:
Level 5+ qualification in Learning & Development (or equivalent experience).
Recognised coaching qualification (ILM Level 5/7 or equivalent).
Commitment to continuous professional development.
Proven track record of leading Learning & OD services in a large, complex organisation.
Strong background in designing and embedding leadership & management development programmes that drive cultural and behavioural change.
Significant experience in leading OD interventions that support large-scale transformation and service redesign.
Skilled in embedding digital learning solutions (AI, virtual learning, blended approaches).
Experience managing and developing high-performing teams.
Ability to apply diagnostic tools (360 feedback, Insights, MBTI, Strengths) to support leadership and team effectiveness.
Experience working in unionised and politically sensitive environments with senior leaders and elected members.
Thorough knowledge of current trends in Learning & OD.
Able to translate organisational needs into evidence-based OD strategies.
Confident facilitator with the ability to engage diverse audiences including senior leaders and elected members.
Strong communicator—able to produce clear written, verbal, and visual outputs.
Skilled project manager, able to balance strategic and operational priorities.
Strong analytical skills with the ability to use workforce intelligence to evaluate impact.
Inclusive leader, committed to embedding equity, diversity, and inclusion in all OD activities.
Digitally confident and innovative, with the ability to embed new technologies into learning design.
Solutions-focused, resilient, and adaptable to change.
