We are seeking a dynamic and innovative Talent & Performance Manager to join our award-winning Talent & Organisational Development (T&OD) team. Reporting directly to the Leadership, Learning & OD Lead, you will lead the talent and performance workstream, contributing to the realisation of our organisational vision.

The team’s purpose is to ensure GPA staff have the required skills to deliver its business objectives both today and in the future with creative and innovative talent development and career solutions to help support individuals, teams and the organisation. The team aims to ensure that people’s performance is managed fairly and effectively and that everyone can reach their full potential. We ensure that diversity of thought and experience is integral to people practice, employee experience and wellbeing, and delivering excellent outcomes.

This is a high-impact role integral to the delivery of both cyclical and strategic initiatives, and requires initiative, expertise, and the ability to manage complex and overlapping responsibilities. You will lead on high-level operational tasks, support strategic decision-making, and act as a trusted partner to the Leadership, Learning & OD Lead, with the ultimate goal of enhancing and modernising our people and organisational development offering.

This role has a clear purpose and operates at pace, meaning no two days will be the same. You will need to have the ability to work autonomously, be comfortable with ambiguity, and to assess, review and agree changing priorities based on HR and business needs, being proactive and influential in your approach. You will be equally comfortable with data analysis, interpretation and insights, presenting to senior leaders and delivering GPA workshops where you are the subject matter expert.

We are looking for a self-motivated individual who has a passion for developing talent, has an external lens through professional networks and relationships, seeks innovative solutions and service excellence, using excellent communication skills with an ability to engage with our customers and leaders across the business. You will be creative and resilient and ensure EDI and wellbeing are at the heart of everything we do. You will have the ability to deliver outcomes through engaging, influencing and collaborating with others across HR and GPA.

Key Responsibilities

Leadership Development

  • Support the development and delivery of a leadership development programme that equips current and emerging leaders with the skills, knowledge, and behaviours to drive our strategic objectives.
  • Assist in implementing a leadership competency model that aligns with our aspirational behaviours and reinforces a culture of accountability, innovation, and collaboration.
  • Support leaders and managers across the organisation with coaching, feedback, and development, fostering a culture of continuous growth and improvement.

Performance Management

  • Lead the GPA’s performance management process, ensuring alignment with the Cabinet Office’s process for SCS. Supporting a culture of high performing employees through a programme of training and best practice guidance and development of line manager capability.
  • Contribute to embedding our new aspirational values and behaviours through our performance management process by aligning guidance, policy and processes to reinforce these behaviours in all people practices.

Stakeholder Engagement and Collaboration

  • Partner closely with senior stakeholders, HR, and the wider Talent & OD team to understand and respond to current and emerging talent needs.
  • Support the Leadership, Learning & OD Lead in presenting talent insights, reports, and strategy updates to senior stakeholders, including at board level.
  • Engage with external networks, thought leaders, and industry groups to remain informed of best practices in talent management and leadership development.

Modernising T&OD Offerings

  • Take an active role in strategic projects to enhance leadership development, learning innovation, and organisational effectiveness. Proactively identify opportunities for improvement in T&OD processes, tools, and frameworks, ensuring the organisation remains competitive and progressive.
