Due to growth within our Justice & Immigration (J&I) contract, we have an exciting new opportunity for a PMO to join our FM Leadership Team! You will lead and oversee the portfolio of Lifecycle and Client Funded projects and programmes for J&I FM, ensuring governance, performance, risk management, and stakeholder engagement across all project stages. Directly reporting into the FM Director, you will balance multiple demands while ensuring quality delivery.
Key Responsibilities

- Portfolio Management

- Oversee projects from conception/scoping to delivery.
- Monitor time, cost, and quality tolerance levels.
- Provide escalation and mitigation support.
- Ensure change requests are integrated into relevant projects.

- Governance & Assurance

- Align processes with Authority and Serco standards.
- Maintain central registers/logs (including RAIDO).
- Chair governance forums and ensure compliance with project management standards.
- Report progress/performance internally and externally (e.g., CVRs).

- Operational Delivery

- Manage contract/project mobilisation and demobilisation.
- Lead asset condition surveys for lifecycle strategy.
- Support delivery of programme-wide contract and partner milestones.

- Stakeholder & Team Leadership

- Coordinate interdependencies between projects.
- Manage partner collaboration and conflict resolution.
- Lead and motivate programme teams.
- Communicate effectively with stakeholders, including senior leadership.



Key Accountabilities

- Deliver programmes and projects to achieve strategic outcomes and benefits.
- Drive performance across J&I FM.
- Share expertise to develop team capability.


Required Skills & Knowledge

- Deep understanding of project, programme, and portfolio management (including governance, assurance, pre
- and post-sales scenarios).
- Familiarity with government outsourcing services.
- Advanced skills in MS Office suite (Project Online, Teams, SharePoint, Word, Visio, Excel, PowerPoint).
- Strong estimating, planning, and scheduling techniques.
- Ability to manage change programmes in complex environments (preferably Defence/Engineering sectors).
- Experience in MSP® and/or Agile PM methodologies.
- Exceptional collaboration, influencing, and stakeholder engagement skills.
- Ability to drive clarity from ambiguity in high-pressure settings.

Qualifications

- Degree-level education (or equivalent experience).


- Programme Management certification (MSP Practitioner, Agile PM, or working at this level with ability to obtain Practitioner certification)
