Summary

PRINCIPAL ROLES

1. To lead in the delivery of all Engineering Services to the Boards.

2. To manage external consultant provision where necessary

PRIMARY DUTIES

1. Deliver capital and maintenance land drainage and flood risk management works for the IDB, as dictated by the Board’s overall strategy and with adherence to all legislation and all good practice with respect to contracting, operations, health and safety and any other areas of relevant legislation and regulations.

2. Advise the Operations and Maintenance teams on engineering matters and manage engineering works when necessary

3. Manage the Development Control Team and contribute to engineering matters and assessments of consents and planning consultations when necessary

4. Seek contributions for grant aid and other funding for engineering works

5. Undertake appraisal, investigation, design and delivery of assigned engineering projects of the Boards and the Consortium

6. Assist in the management, operation and improvement of the land drainage, flood risk and water level management network.

7. Commission specialist suppliers for carrying out surveys and investigations as appropriate to inform project design with due regard to the Boards’ procurement policy.

8. Produce contract and tender documents for works procurement and prepare Tender Reports for informing contract award

9. Monitor Project budgets.

10. Represent the IDB as a Senior Officer at SRA Technical Group meetings and, as appropriate, with contributing councils, professional associations and key stakeholders.

SECONDARY DUTIES

11. Provide ad-hoc written and verbal reports to the Chief Executive/Clerk.

12. To collaborate with colleagues in the Consortium and provide them with technical advice on engineering and contracting matters and to keep up to date with developments and trends in these fields.

Professional/External qualifications required:

Essential:

1. Degree in Civil Engineering or Environmental Engineering.

2. 5+ years’ experience acting in a senior engineering role

Desirable:

1. Chartered Engineer or very experienced and actively working towards Chartered Engineer status.

2. Construction Skills Certification Scheme qualification.

Learning & Development:

Pre-Joining Essential:

1. Experience in appraisal, design, procurement and supervision of civil engineering works.

2. Working knowledge of ICE and NEC forms of contract.

3. Detailed knowledge of Health & Safety legislation and procedures including CDM. Risk Assessments, Method Statements and Safe Systems of Work

4. Working knowledge of Civil Engineering Specification for the Water Industry or similar.

5. Experience of Environmental Impact Assessment/Appraisal

Pre-Joining Desirable:

1. Knowledge of Flood Risk and/or Water Level Management.

2. IT Literate in Microsoft Word, Excel, Power-Point and AutoCAD and GIS.

3. Good interpersonal, negotiating and presentational skills.

4. Ability to record and present information clearly.

5. Experience in the design of sustainable and environmentally sound construction techniques.

6. Knowledge of the structural design of water related structures

7. Experience writing successful applications for grant funding and other income streams for deliverables
