Summary

In June 2025, it was announced that the Government Cyber Directorate will move from the Cabinet Office to the Department for Science, Innovation and Technology (DSIT) as a part of a machinery of government change. This change aims to bring together the digital transformation of public services into one central department, presenting exciting opportunities and positioning DSIT to lead the government’s digital agenda.

This role is in scope to formally transfer to DSIT when the machinery of government change takes place. If your start date is on the transfer date, when this is confirmed, you will be appointed direct to DSIT and your appointment will be unaffected by the machinery of government change. We are currently consulting with our Trade Unions on which policies, terms and conditions will apply on transfer. The statement of changes applied to all other Cabinet Office staff will also apply to you if you are successful.

Located within the Portfolio Team, you will be reporting to the G7 Programme Delivery Lead and the Head of Cyber Portfolio. You will be a subject matter expert on public services financial management, ideally from a Central Government background. You will work closely with your Grade 7 and Team Lead to track, monitor, report on, and action financial information across our large and diverse Portfolio, spanning many departments and delivery partners. This will include leading on financial commissions, governance, external reporting and in year financial activities. You will provide financial updates to the SLT and recommendations to support portfolio decision making.

Key Responsibilities:

You will:

1) Provide clear and robust strategic financial advice to all relevant stakeholders, ensuring that the entire portfolio financial position is considered when making investment decisions.

2) Review, analyse, and interpret financial data to deliver insights that inform senior managers and decision-makers. Leading and supporting on end-to-end financial management with support from the G7.

3) Lead the provision and coordination of prior year financial analysis and develop costing models to support multi-year programme planning and budgeting.

4) Be the first point of call for In-Year Management (IYM) activities, including supplementary estimates, monitoring expenditure against the budget and analysing actuals to support financial control and decision-making, supporting the G7.

5) Drive the coordination and delivery of financial requirements, internal and external, such as Supplementary Estimates, New Financial Year Planning. Providing expert advice on the Portfolio’s budget allocations, including the appraisal of new funding, reallocations, ensuring financial decisions are evidence based.

6) Support Portfolio level governance meetings by preparing relevant reports and providing ad-hoc financial analysis tailored to senior managers and stakeholders.

7) Lead efforts to build Financial Management Capability across the Portfolio through the design of processes, systems, and capacity-building initiatives aimed at addressing skill gaps and ensuring stronger compliance with key financial policies and controls.

8) Work with reporting leads to monitor in year spend and approved budgets, developing robust financial packs and analysis for SLT.

9) Contribute to wider financial planning, ensure compliance with financial governance and assurance processes. Be an advocate, and research into, dashboards and better formats of presenting financial information.

10) Undertake any other duties commensurate with the grade as required, including responding to urgent requests or emergent priorities.
