Role – Lead Officer (Public Protection)
Location – GCHSCP, Ladywell Business Centre, 94 Duke Street, Glasgow, G4 0UW
Contract Status – Temporary, up to 31 March 2027

Glasgow City Health and Social Care Partnership (GCHSCP) are looking to recruit a Lead Officer to provide high-level strategic and operational support to the Adult Support and Protection Committee (ASPC) and Child Protection Committee (CPC). This is a pivotal leadership role within Glasgow’s public protection arrangements, with a focus on partnership development, performance improvement, compliance, and the delivery of high-quality safeguarding outcomes.

The Adult Support and Protection Committee promotes and ensures the effective implementation of the Adult Support and Protection (Scotland) Act 2007. Its core aim is to protect adults at risk of harm by ensuring that partners work collaboratively, practice is evidence-informed, and local arrangements meet the highest standards of care and protection.

The Child Protection Committee is the local strategic partnership responsible for continuous improvement in child protection policy and practice. It ensures children and young people are safeguarded through coordinated inter-agency responses, critical self-evaluation, and learning from case reviews and inspections.

The Lead Officer will provide professional support to the Committees, ensuring that their core responsibilities are discharged effectively under the direction of the Committee Chair. They will work across agencies and systems to drive forward Glasgow’s strategic public protection agenda, supporting continuous improvement and ensuring our policies, processes, and governance structures are robust, effective, and aligned with national guidance and scrutiny expectations. The Lead Officer will also act as the strategic lead for the delivery of public protection development activity across adult and child protection.

As the Lead Officer you will:
• Coordinate and quality-assure multi-agency improvement plans, self-evaluation activity, and responses to external scrutiny (e.g. Care Inspectorate inspections)
• Prepare and present committee papers, briefings, and performance reports to senior stakeholders and governance forums
• Lead the implementation of learning from case reviews, significant case reviews, and critical incidents
• Develop and support cross-sector training, communication, and stakeholder engagement strategies
• Ensure committee activity is aligned with national frameworks, including the National Guidance for Child Protection in Scotland and the ASP Code of Practice
• Build and maintain effective relationships with key partners, including Health, Police Scotland, Education, and the third sector

Applicants must either possess a relevant qualification in Social Care, Health, Education or equivalent. Please refer to the Person Specification for full details of the required qualifications, skills, knowledge and competencies that are required for the above role.

Membership of the Protection of Vulnerable Groups (PVG) Scheme is essential on taking up appointment. Please note successful candidates for the above role will be required to pay for their PVG Membership/or Scheme Checks.

Registration to the Scottish Social Services Council (SSSC) is an essential requirement for this role. You must either be already registered or have applied within 3 months and be registered within 6 months from your start date. Please note as part of the local government pay deal, local authority staff are currently not required to pay SSSC fees.

These roles are excepted under Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Order 2013 (as amended).
