The role being recruited is a Deputy Project Manager, supporting the investment programmes managed by Property Services Project Delivery. This role will be attached to the Net Zero Programme, with matrix support to the Life Cycle Replacement Programme as directed by the Programme Manager (Net Zero).

The GPA Property Services Project Delivery Team, has three programmes of delivery:

  • The Net Zero Programme (NZP)
  • The Lifecycle Replacement Programme (LCR)
  • The Client Requested Projects Programme (CRP)

The successful candidate and any reserve list candidates may be required to work on other programmes and regions at a future point.

The Deputy Project Manager for Net Zero, will be required to:

  • Support the strategic development and delivery of the Net Zero Programme (reporting to G6 Programme Manager with matrix line management by G7 Project Manager); to ensure the Net Zero Programme delivers its net zero interventions to cost, time and quality, in alignment with the GPA’s strategic sustainability objectives to accelerate to net zero.
  • Work closely with the wider Project Delivery Team, to ensure projects are executed on time, to budget, to the appropriate standards - with benefits realised.
  • Provide contract management support to the GPA’s multi-disciplinary project teams and where required contract manage building works contractors.
  • Lead on stakeholder engagement as part of the Programme’s interface to other GPA directorates, other government departments and key stakeholders; to align the Programme to other policies and procedures.
  • Produce and present reports which accurately reflect the Programme’s progress.

Key Responsibilities

  • Manage the delivery of Due Diligence and Energy Performance Certificate (EPC) surveying projects, to improve the condition and asset performance across the GPA managed portfolio, in alignment with GPA strategy and UK Government net zero and energy policies.
  • Provide (practitioner level) net zero information, advice and guidance to internal and external stakeholders, allied to the aim Net Zero Programme.
  • Work closely with the Programme Management Office, ensuring department client business requirements are understood and inform the Net Zero Programme planning and delivery.
  • Collaborate with the GPA’s multi-disciplinary teams, to ensure projects are delivered on time, to budget and agreed benefits realisation outcomes.
  • Manage relationships with customers and supply chain partners, ensuring appropriate data is used to produce reports and calculate the net zero benefits for the Net Zero Programme.
  • Research and support the development of business cases, Spending Review Bids and other funding applications, to ensure appropriate funding is secured, to fulfil the Programme’s strategic objectives.
  • Prepare regular reports for the Programme Manager and other stakeholders, to support programme reporting of benefits, programme performance against key performance indicators, to senior staff and appropriate GPA Committee(s).
  • Liaise with Finance stakeholders, to ensure budget availability, the raising of purchase orders, invoice payment and recharging to departmental clients are dealt with efficiently and effectively.
  • Proactively work with others to respond to internal and external stakeholder net zero related enquiries.
