Summary

The Home Office works to build a safe, fair, and prosperous UK. We achieve this through our work on counterterrorism, policing, crime, drugs policy, immigration, and passports.

Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity and freedoms. This includes risks from terrorism, state threats, economic crime and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, working closely with operational partners, the Intelligence Agencies and other external organisations to protect the UK.

Underpinned by the Counter Terrorism and Security Act 2015, the national infrastructure of Channel panels (known as Prevent Multi-Agency Panels in Scotland) provides bespoke consent-based support at an early stage to people who are at risk of radicalisation, supporting terrorism or committing terrorist acts. A monitoring and compliance framework, aligned to national policy and guidance has been established to strengthen panel oversight nationally, targeting support where needed, using a suite of measures and resources to drive practice improvements and consistency.

Based within Prevent Interventions, the post holder will build networks and support local authorities and other statutory partners within your region (as defined by the Counter Terrorism and Security Act 2015) to ensure effective delivery of Channel/PMAP at the local level.

The role will continue to build a strengthened Channel/PMAP quality assurance framework, driving consistency, maintaining standards and monitoring compliance across the panel network. Informing and implementing policy, operational and quality assurance changes to wider Prevent case management through liaison with key partners and in response to identified national learning.

We are looking for enthusiastic and motivated individuals to drive quality assurance of Channel panels including identification and implementation of national learning. Working closely with policy and operational delivery from across the Prevent Directorate, the successful candidates will play a key role in delivering an approach to countering violent extremism that is globally unique.

The key responsibilities of the role include:

To include panel observations, dip sampling, practice and learning reviews, providing policy directions, identifying/facilitating support needs and assessing compliance.
  • Direct the deployment of training and support-based resources commissioned through the Channel Team to aid Channel panel improvements.
  • Act as a single point of contact and the lead for quality assurance functionality for designated Channel pilot areas, to improve consistency, standards and address operational issues.
  • Work with the Channel Team and partners to develop processes for capturing and collating Channel panel compliance, preparing briefings, reports, and presentations on progress as required.
  • Submit reports to Channel Monitoring Group (CMG) detailing progress and make recommendations on required support/directions.
  • Work closely with CT Policing Headquarters (CTPHQ) and regional Counter Terrorism Units (CTUs) to highlight and work through CTP operational issues and CTPHQ/Home Office policy developments as they relate to Channel.
  • Build positive relationships with Local Authorities and stakeholders across regions.
  • Facilitate the development of Channel chair networks within the designated regions of responsibility to build self-reliance and capability of panels across England, Wales and Scotland; be the point of contact for advice, support and engagement.
  • It will be necessary to work flexibly and contribute to other areas to support the wider efforts and priorities of Homeland Security as required, performing additional duties reasonably expected within the scope of the grade. Due to the nature of our work, it may be necessary to redeploy you to other critical roles, or priority work at your grade.
