The role of Deputy Service Manager is a fundamental role, primarily working within the Total Facilities Management (TFM) contract. The role sits within the Service Manager Function, a part of Estates Supplier Management & Assurance Team (ESMA) within DWP Estates Directorate. You will lead a small team and play a vital role in the detailed contract administration of our TFM contract, cover the entirety of the DWP estate.

You will work across boundaries in conjunction with not only the supplier, but also finance, commercial legal & operational colleagues. Your main priority will be ensuring the meticulous administration of the contract, stakeholder engagement will be a key skill and working with colleagues from across functions to drive forward solutions to challenging issues as they arise.

Key accountabilities

  • Accountable for acting as a delegated Service Manager for the Total Facilities Management (TFM) Contract to proactively maintain progress of contractual Early Warning Notices and Compensation Events based on detailed contract knowledge
  • Act as a key contract and stakeholder manager between estates and supplier. Manging regular joint meetings to drive forward contractual solutions to early warning and compensation events within strict NEC4 contracting timeframes
  • Work across the whole of DWP Estates in understanding the End to End contract management discussions with suppliers, considering risks, mitigating actions and determination of applicable processes in relation to approving application for payments in conjunction with the relevant estate subject matter experts, including, but not limited to, core services, assets, & project management
  • Applying and ensuring compliance with NEC4 contractual policies across the contract, estate colleagues and the supplier
  • Continuingly enhance supplier relationships by developing and continually improving upon post award supplier performance and process
  • Provides expertise and input to supplier negotiation process and tools
  • Supports the Category Management with development of supplier strategies, supplier assessment activities to support future sourcing activities ensuring these are joined up and actively co-ordinated
  • Provide strong leadership of the team to ensure all colleagues in the team are clear on their role and have a complete service delivery focus, and how they contribute to the strategic direction of the estate’s directive
  • Actively champion and drive the ‘one team’ culture across DWP Estates and supplier partners in the delivery of services and customer relationship management, encouraging joined up teamwork and establish professional relationships with a range of stakeholders to share information, resources and support
  • Lead relevant strategic supplier review meetings and governance process with supplier partners as per the Estates Category Management RACI and business process, promoting a culture of following the appropriate procedures to ensure results are achieved on time whilst still enabling innovation
  • Escalate contractual issues and changes to Service Manager & Category Management as required, whilst ensuring output and important messages are communicated with colleagues and stakeholders respectfully, taking into consideration the diversity of interests
  • Openly report and challenge where deficiencies are revealed and take action to prompt / instruct / jointly agree implementation of sustainable performance and quality improvement measures
  • Actively support the Service Manager in the negotiation of a value for money settlement and gain share or savings initiative management
  • Champion and support the Authorities operating model and organisational plan
  • Contribute towards and support the strategic direction and capabilities of the Supply Chain Management, and ESMA senior management team, identifying professional development needs
