The role
Are you a finance professional ready to make a real impact in Adult Social Care and Public Health?
As our Finance Manager for Adults’ Finance, you will be responsible for financial management and business partnering support for the below for a gross budget of £25m across the following service areas :
Strategic Commissioning & Market Management (across Adults, Children’s & Public Health)
Public Health
The postholder will lead a team of staff with responsibility for providing a wide range of financial services, including the provision of specialist and strategic advice and information and support to key transformation programmes, using a business partnering approach. The role will involve working in close partnership with the Adult’s Services Leadership team, Senior Finance Officers, Health Partners and Members.
It is a hugely exciting time to take on responsibility for the financial management of the Adult Social Care (Strategic Commissioning & Market Management) & Public Health function, with a number of significant transformation programmes underway to deliver as part of our new 2025-29 Medium Term Financial Strategy (MTFS).
The candidate
You will ideally be a CCAB Qualified Accountant with finance business partnering experience at a local authority, NHS organisation or similar public sector organisation, with Adults Social Care Service experience being highly beneficial. The ideal candidate will be a resilient and politically aware leader, with a strong track record in financial planning, performance management, and delivering complex projects. You will have excellent communication skills, a proactive approach to change, and the ability to build strong relationships across services and partners are essential in order to deliver results and ensure the financial sustainability of adults services. You should be a highly motivated individual with a can-do attitude, committed to achieving a high level of customer satisfaction and making a real and demonstrable difference to the Council’s business and residents.

Location: Agile Worker – working from home with occasional travel to workspaces across the Borough of Cheshire West and Chester.
