Pay rate: £20.02 to £22.14 per hour PAYE
There is an opportunity for a combination of home/office working.
Sites visits will need to be carried out in South and West Devon so a full valid Driving Licence and access to a car is required.
The role:
The Senior Planning Enforcement Officer will support the Business Manager in delivering the Planning Enforcement service by managing, investigating and resolving planning, listed building and tree enforcement inquiries, including preparing and serving statutory notices, followed by monitoring compliance with notices, engaging with the public, and preparing evidence for prosecutions and planning appeals where necessary.
The role requires strong conflict resolution and negotiation skills and involves close collaboration with internal teams and external stakeholders.
Key responsibilities:
Providing specialist advice, guidance and work direction to colleagues on more complex cases when necessary
Assessing a range of potential planning breaches through desk-based research and site visits
Where necessary, engaging and negotiating a resolution of planning breaches
Providing clear and impartial advice and responding to queries from a range of stakeholders including elected Members, residents, applicants, agents and developers
Producing and presenting clear and accurate reports articulating clearly both the proposal, the key determining issues and setting out appropriate recommendations
Drafting Enforcement Notices, Breach of Condition Notices, Planning Contravention Notices and other statutory notices
Monitoring Compliance with statutory notices
Dealing with planning appeals (including drafting appeal statement) through written representation
Working collaboratively with internal and external stakeholders to establish good working relationships and enhance service provision
Dealing efficiently and courteously with all enquiries from all stakeholders in relation to ongoing breaches
What the client is looking for:
Degree in Planning (or equivalent qualification/experience), with exposure to hearings or public inquiries
In-depth knowledge of planning legislation, national policy, and current planning reforms
Broad experience across planning disciplines, including appeals and enforcement
Strong track record of building productive relationships across internal teams and external partners
Skilled communicator and negotiator, confident handling conflict and challenging situations
Clear, concise report writer with sound judgement and the ability to identify and explain key planning issues
Proactive, solutions-focused, and committed to delivering excellent customer service
Team player who shares knowledge and supports continuous learning
Confident user of Microsoft Office and planning-related ICT systems
