Summary
Electronic Patient Records (EPR) represents a major IT project in Moorfield’s excellence delivery programme. EPR will collate and consolidate the management of clinical records to support clinicians and colleagues across the trust in making more effective decisions, improving clinical outcomes and patient experience.

Patients are at the centre of everything we do. Our EPR will help us to ensure that we continue to improve our delivery of services and treatment plans around patient needs. The EPR is designed to wrap around our specialist ophthalmology clinical noting system, OpenEyes, to provide a seamlessly integrated patient record system. Combining this leading ophthalmology centred noting system with the benefits of broader patient-centred record integration is an exciting step forward in supporting trust staff to continue to deliver leading eye care as we get closer to moving to our new centre for advancing eye care, currently known as Oriel, which is being built in Camden.
You will:
· Be responsible for the design, build, testing and operating of data operational services.
· Recognise and share opportunities to reuse existing data flows between teams
· Co-ordinate teams and set best practice and standards
· Apply knowledge of systems integration to your work, and your teams’ work
· Champion data engineering across the organisation, and with partners
· Build data engineering capability by providing technical leadership and career development for the community

Leadership
Provide leadership and direction to the service, including the wider directorate and business teams
Mentor, coach and line manage the Data Engineering team and services (including any managed services) - developing their skills and capabilities to meet the needs of the organisation and healthcare partners, as well as building on existing recruiting capabilities to address new needs or skill gaps
Availability and capacity management
Create and be responsible for data engineering policy and strategy for service and capacity management, and the implementation of required changes
Responsibility for ensuring the data engineering standards and procedures are met across teams and managed service providers, identifying capacity issues, interdependencies, stipulating the required changes and instigating these.
Communicating between the technical and non-technical
Listen to the needs of technical and business stakeholders, and interpret them, mediating between people and mend relationships working with stakeholders at all levels
Effectively manage stakeholder expectations including with discussions about risk and complexity, even within constrained timescales
Manage active and reactive communication
Support or host difficult discussions within the team or with diverse senior stakeholders
Continual service improvement
Identify, develop and lead complex service improvements and ensure we operate within agreed policy and standards.
Data analysis and synthesis
Understand and help teams to apply a range of techniques for data profiling

Data development process
⦁ Establish enterprise-scale data integration procedures across the data development life cycle, and ensure that teams adhere to them
⦁ Manage resources to ensure that data services work effectively at an enterprise level
Data innovation
⦁ Identify areas of innovation in data tools and techniques, and recognise appropriate timing for adoption
⦁ Perform horizon-scanning for the organisation and introduce innovative ways of working
Data integration design
⦁ Establish standards, keep them up to date and ensure adherence to them
⦁ Keep abreast of best practice in industry
Data modelling
⦁ Understand the concepts and principles of data modelling and can produce relevant data models
⦁ Work across healthcare and industry, recognising opportunities for the reuse and alignment of data models in different organisations
⦁ Design the method to categorise data models within an organisation
Data operations
⦁ Ensure the data operational environment is maintained to the highest standards, with appropriate monitoring and coverage, automating remediation action(s) where possible and the team adhere to these.
⦁ Ensure high-quality data knowledge documentation is kept across the team and services, and policy and standards are adhered to.
⦁ Partner with other enabling technology teams to ensure we provide a fit-for-purpose, performant data service to users that is continually improving.

⦁ Design, establish and operate an appropriate metadata repository
⦁ Lead continual improvement changes to metadata repositories, and setup robust governance processes to keep repositories up to date

⦁ Advise less experienced members of the team about metadata management
