Our client has an exciting opportunity for a Commercial Manager to join a dynamic Estates Commercial team supporting a high-profile Estates Portfolio. The role focuses on providing expert procurement and contract management within a design and construction environment (RIBA Stages 0–7), with a strong emphasis on the NEC4 suite of contracts.
Key Responsibilities:
Lead procurement and commercial management for a diverse range of Estates-related requirements.
Draft and deliver Commercial Strategies to support business cases.
Advise on and implement appropriate procurement routes, particularly via Public Sector Framework Agreements such as those provided by Crown Commercial Services.
Work closely with Project Managers to define requirements and support delivery from project initiation to completion.
Administer and manage NEC4 contracts, including ECC and PSC, and support Compensation Event negotiation and implementation.
Ensure all procurement activity is compliant with Public Contract Regulations and aligned with current government commercial standards.
Essential Experience & Skills:
Proven experience with NEC3/NEC4 contracting, including end-to-end contract placement and management.
Strong understanding of Public Procurement Directives/Procurement Law.
Experience drafting robust and effective commercial strategies.
Demonstrated track record of end-to-end procurement in a regulated environment.
Working knowledge of the Procurement Act 2023.
Desirable Qualifications & Experience:
Familiarity with the Defence and Security Public Contract Regulations (DSPCR).
Background in public sector procurement or large-scale government infrastructure projects.
NEC4 accreditation highly desirable.
Professional qualification such as MCIPS or equivalent.
Experience supporting significant design and construction programmes across a complex estate.
Personal Attributes:
Clear and confident communicator with both internal stakeholders and external suppliers.
Ability to manage competing priorities and deliver results under pressure.
Collaborative approach to problem-solving in a fast-paced, regulated environment.
