Summary

Office of Government Property

The Office of Government Property (OGP) within which this role sits is part of the Civil Service, Functions and Cabinet Office Leadership group.

At the heart of the Property Function and the centre of Government, OGP provides leadership across a portfolio of cross-government and cross-public sector programmes to deliver a fit-for-purpose estate, local growth and excellent public services. With a value of around £500 billion, the public estate is vast, varied and has huge potential to be an enabler for economic growth and better public services. As post holder, you will contribute to driving innovation and collaboration working that catalyses use of the public estate to unlock wider benefits.

Strategy & Assurance

The 2022 Government Property Strategy sets objectives to transform the estate, achieving better value for money. This will be managed through 3 missions: Transforming Places and Service; a Smaller, Better, Greener estate; and Improved Professional Excellence and Insight. The latter will be supported by the UK Government Functional Standard for Property, one of a suite of standards setting expectations for the management of corporate functions across government.

The Strategy & Assurance Team works to deliver these outcomes by:

  • Setting the strategy for the estate, maintaining the delivery plan and assuring its delivery
  • Exercising National Property Controls
  • Developing and embedding the Government Standard for Property, and ensuring that it is supported by a management framework comprising a coherent suite of policy, standards and guidance.

We are looking for a talented leader who is able to bring their strategic thinking and practical experience together to influence, convene and engage with senior stakeholders and departments.

You will lead and provide hands-on support to central government organisations in managing applications for approval of property transactions to the property spend control as required under the National Property Control. The role will also require you to work with government organisations as a key partner assisting them with the transition to a pipeline-led exceptions-based property spend control. You will lead the engagement with one or more government organisations to develop a tailored and proportionate portfolio-based oversight regime. You will assure transaction strategies, delivery plans and individual property transactions. You will provide and maintain ongoing and effective systems and governance to manage and monitor property event pipelines.

Head of National Property Controls

Offer quality assurance submissions to the Head of Government Property Profession / Director General Government Property / Ministers, and reform the National Property Control through maximising the ​value delivered from central scrutiny around property acquisitions, and drive improved decision making in departments, whilst providing assurance to control cases in support of Ministers​.

Property Policy & Standards Committee

Lead on committee’s work which provides oversight, scrutiny and support for the development of all property policy, including the Government Functional Standard GovS 004: Property.

OGP Lead for the Right to Contest policy

Team Leader

Manage a small team of property professionals who lead on departmental property planning and performance with two Portfolio Assurance Managers and an NPC Process Analyst, aswell as a Property Business Partner who leads on Strategic Asset Management Plans (SAMPs) and department engagement.
