Summary

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The role of Private Secretary is pivotal in ensuring the efficient operation of IBCA and the effective management of senior priorities. The role is essential in ensuring the effective functioning of the leadership team.

As the interface between the CEO, Directors, the rest of IBCA and various stakeholders, the Private Secretary facilitates seamless communication and coordination, enabling senior leaders to focus on strategic decision-making and organisational priorities. These roles will often be working directly with members of the public and the post holder must be committed to transparency, operating in a compassionate and considerate way.

  • Chair of the IBCA Board (London or Newcastle)
  • CEO (Newcastle)
  • Director of Digital (Newcastle)
  • Director of Data (Glasgow Only)
  • Director of Communications (Newcastle)
  • Director of Operations (Newcastle)
  • Corporate Services Director (Newcastle)
  • HR Director (Newcastle)

Responsibilities include:

  • Provide comprehensive support to the Chair, CEO and Directors;
  • Represent and articulate the views and priorities of the Senior Leader to the wider team;
  • Act as a sounding board and trusted advisor for the Chair, CEO or Director;
  • Establish strong working relationships with senior leadership and other teams across IBCA to support the Chair CEO and Directors in their responsibilities;
  • Taking ownership of projects on behalf of senior officials. Utilising effective systems to ensure work requests are tracked and delivered on time, communicating with confidence, liaising with the senior managers and the wider team regularly to prioritise and agree deadlines;
  • Act as the primary contact for both internal and external stakeholders, managing correspondence and enquiries with professionalism.
  • Handle sensitive and confidential information with the utmost discretion, upholding the highest standards of integrity.
  • Line Management of the Assistant Private Secretary.
