Summary

This is for 2 posts, 1 based in Portsmouth and 1 based in Scotland.

The Post Holder is responsible for:

Asset Management: 40%

The Senior SIDAM is Line Manager for the SIDAMs across their establishment cluster and responsible for the supervision of asset management activities, promoting an informed asset management approach to support asset management decisions.

The Senior SIDAM should demonstrate collaborative working to further develop asset management plans, life-cycle programmes, and EMPs to manage and oversee activity, ensuring progression of strategies for maintain, sustain, and where required, change, to realise the best value from asset portfolios. Senior SIDAMs should provide evidence with Asset Information Data in decision making processes and stakeholder management.

The Senior SIDAM is accountable for the oversight and management of the Establishment Programmes across their Establishment Cluster; with responsibility of ensuring that Asset Management principles are fully embedded. Senior IDAMs are also responsible for management and monitoring of Establishment Programmes, ensuring continuous alignment with Asset Management priorities.

Project Sponsors across the Minor Programme 30%

The Senior SIDAM is the Project Sponsor for the Minor Prog tasks across the establishment cluster. On behalf of the Min Prog SRO Snr SIDAMs should assist in the informing and advising of planning and prioritising of tasks to maintain a comprehensive understanding of all tasks that sit within the Min Prog from Statement of Need (SON) to Handover.

Senior SIDAM is to provide comprehensive understanding of each project at Monthly Prog Boards, by exception (Reds and Ambers), identifying risks to delivery and presenting opportunities for recovery and lessons learnt.

The Senior SIDAM is responsible for oversight and ownership of timely development and submission across all approvals related to the Minor Prog tasks, this is to include temporary additional approvals as directed by MOD and NCHQ for approvals requests <£1M and business cases >£1M:

Senior SIDAM is responsible for maintaining a 12 month forward look on requirements requiring a business case and ensure they are planned and prepared well in advance of needing funding approval.

Escalations Ownership & Management (until resolution) 10%

Senior SIDAM has Ownership, with timely and initiative-taking resolution, of the Escalations route across the Establishment Cluster, ensuring that escalations are tracked and managed through the process and the Customer is kept up to date and expectations managed.

Safe & Legal (establishment cluster management) 5%

The Senior SIDAM is required to maintain a detailed view on risk across the establishment cluster, ensuring HoE can demonstrate S&L compliance, providing advice to ensure that establishment risks on POL are Capability/ Output based, where Infrastructure is the cause.

Management of E.C. Allocated Funding 5%

Senior SIDAM is responsible for the ownership and oversight of the pan Establishment Cluster allocated fund financial and delivery position, for both Performance reporting, and as evidence for top-ups with the IPMO. Understand the capacity of and be able to demonstrate the IP's capacity to deliver to ensure NC maximises every £1 spent across the estate within the Financial Year.

FDIS Practitioner 5%

Senior SIDAM must attain and maintain practitioner status via training and Continuing Professional Development across the FDIS contract to provide expert advice, guidance, and direction across the Infrastructure Enterprise, and challenge to the Industry Partner and HOE.

Performance Reporting & Management 5%

The Senior SIDAM is responsible for Performance Management data requested by the HQ. Data is to be collated across all EC, reviewed, checked for accuracy, and provided routinely as required. Anomalies are to be reviewed/challenged and explained within the performance data.

Other tasks as required within the Establishment to support the HOE, and Operational output and NCHQ will be required, but not at the expense of the core role as outlined above.

Travel to other Naval Establishments will be required as part of this role.
