35 hours per week

Length of Contract: 6 months



Hybrid: The successful candidate will initially be required to work three days a week for the first couple of weeks. After that, they will move to two days a week, with additional in-person attendance as needed for meetings.


Our client is seeking a dedicated Accountant to their our Finance Directorate. This is a key operational role within the Accountancy Business Partnership Service, contributing to the successful delivery of financial strategies and the Council’s statutory obligations under Section 151 of the Local Government Act.
The post holder will play a vital role in:



Integrating accountancy functions across the Council to support business change.


Ensuring legal and statutory compliance while driving operational efficiencies.


Supporting senior managers with expert financial guidance and professional leadership.




Key Responsibilities:


Support the operational delivery of financial services in line with Council policies and medium-term financial planning.


Ensure compliance with Financial Procedures and assist in fulfilling Section 151 responsibilities.


Contribute to developing financial strategies, policies, and best practices.


Provide financial advice and guidance to Council officers.


Oversee and maintain financial systems and controls including:



Budget setting, monitoring, and closure of accounts.


Treasury Management procedures.


Reconciliations and financial controls.


Grant claims and statutory returns.




Identify financial risks and work with responsible officers to resolve issues.


Supervise up to 2 team members and manage performance and attendance where required.


Promote a culture of continuous improvement, innovation, and high professional standards.


Respond to internal and external audit queries effectively and on time.


Report suspected financial irregularities to senior management.


Ensure compliance with relevant legislation including Data Protection and Health & Safety.




Essential Skills and Experience:


Strong knowledge and experience in local government accountancy or public sector finance.


Proven ability to manage budgets, financial systems, and statutory financial processes.


Excellent communication skills to advise and influence stakeholders at all levels.


Ability to supervise and support junior staff and promote professional development.


Strong problem-solving skills and attention to detail.


Proficient in using financial software and Microsoft Office applications.




Desirable:


A recognised accounting qualification (e.g., CIPFA, ACCA, CIMA, or equivalent).


Experience of contributing to service improvement initiatives or change management.


Understanding of local authority governance and financial accountability frameworks.
